Was working on a Scout conversion but am uncertain as to what base size Legion Scouts should be using. Looking online it keeps showing me 40k Scouts which may not be the same as HH 2.0 so I thought I would ask here.

Amidst the mists and coldest frosts he thrusts his fists against the posts and still insists he sees the ghosts.

The older Scout kit is gone so the current kit is the only GW sourced option.

In terms of base size, I would recommend the 28.5mm ones. They give a bit of space so the boots of the older scout models don't slip over the edge.

The current "Killteam: Scout Squad" comes on 28.5mm bases, the old plastic scout squads where both 25mm.
Personally, I'd be putting them on 32mm bases as that's what every other Heresy space marine is on (terminators being a 40mm exception). If it's just a display piece or a something then honestly, just go with whatever base feels best for it.

I'm not using those models, old or new, which is also why I don't have their bases to compare.

You wouldn't by chance have picked up the mini of the month and be converting him into a Pathfinder would you?

Genuinely, other then the scout squad who's base size might be debated, I can't think of anything within the marine roster that's on a smaller then 32mm base. Within the Mechanicum, Solar Aux, Sister of Silence and Militia, you'll find things on sub-32mm bases but not Marines.

I didn't think the specific model was what determined the appropriate base size so it didn't seem important; if a Marine is 32mm then even if one doesn't use the official model it is still supposed to be on a 32mm. Using Palanite Enforcers with shotguns and some other little bits. Still haven't figured out how I want to equip the sergeant as that will take a little more cutting, chopping, pinning.

Well the old Scouts were on 25mm and the new Scouts are 28.5mm.

Palatine Enforcers are 25mm IIRC so I'd say 28.5mm just to give them a little extra base space for looks.

32mm would be too large.
