I'm a little brain fried at the moment, so this probably isn't my best feedback. All the same, some scattered thoughts:
* As always, it's tricky to balance a unit with this high a price tag. They basically have to win the game on their own (and thus survive the attention that draws) or else risk being too expensive for their results.
* A 4++ followed by a 4+++ feels like it could be pretty frustrating to deal with. Shunting wounds off onto nearby vehicles is flavorful, but probably not much of a drawback given that opponents will do the usual anti-daemon-primarch strategy of either ignoring him to kill everything else or else focus fire him to death anyway.
* I feel like he kind of just wants to clump ~600 points of vehicles around himself and death star his way forward, and I worry that might be too direct of a stat check. Then again, most vehicles don't love moving towards the enemy, so maybe it balances out?
* Melta 1 on the logos array is interesting. It's a 50% boost into vehicles, but you don't particularly want to shoot it at vehicles. Instead, it kind of takes the weapon from needing an extra shot to kill W3 or W6 targets but doesn't change its effectiveness into W4 or W5 targets.
* Does the math check out on the melee weapons? I suspect it does, but I worry that 12 attacks with SH2 (and possibly dark pact buffs?) might risk making the logos array the better option against sturdy targets as well as against hordes.
* I worry about the pinning rule *maybe* being a bit annoying. It's multiple battleshock tests followed by possible bookkeeping for multiple units. Then again, there's precedent for a similar amount of extra rolling from cheaper units, so it's probably fine.
* Master of Machines: Always worried about auras creating clumped up death stars, especially coming off of what I assume is a pretty big base, but maybe the traffic jams this would cause with terrain balance this out?
* Healing 1d6 strikes me as something to keep an eye on. If the two strategies against this guy are to either kill all his vehicle "bodyguards" or to focus fire him to death directly, then this translates to functionally either undoing about 1 successful lascannon hit's worth of damage, or functionally healing about 3.5 wounds on Perturabo indirectly (because of his wound shunting.)
* Bastion of Command: I feel iffy about rules that let you turn off an opposing army's gimmick. You took the Vanguard marine detachment? No stealth for you. Letting a bunch of chaos vindicators or predators hit on 2s while also preventing opponents from using to-hit modifier strats/rules to interact with that could be a bit rough. All the buffs for me, but none for thee.
* Single-Minded Annhilation: Pretty hard to balance a bonus shooting phase for a unit. Especially one who already has some pretty fearsome shooting to begin with. Maybe a 50% increase to the number of shots from ranged attacks instead?
* Grind Them To Dust: I feel like this one won't get used; both because it's less powerful than the other options and because the Pinning rule means enemies are already being forced to take some battleshock tests this phase. Am I misremembering, or is there a rule that states you can only be forced to take one battleshock test per phase? If so, then this actually creates a timing trap where you risk accidentally denying Perturabo his Pinning rule if you shoot with a different unit first.
* Overall, I think he either needs to be even more expensive or somewhat less complicated. The Avatar of Khaine was a similar points cost upon codex release. He only had two special rules with his aura buff being waaaay less powerful and neither of them requiring you choose from a list of options. His shooting wasn't nearly as impressive. I'd have to bring up the datasheet, but I'm pretty sure his melee is less impressive, at least into non-vehicle/monster targets.
*Overall: Solid start, but I feel like he needs a few tweaks before he's ready for the table.
ATTENTION. Psychic tests are unfluffy. Your longing for AV is understandable but misguided. Your chapter doesn't need a separate codex. Doctrines should go away. Being a "troop" means nothing. This has been a cranky service announcement. You may now resume your regularly scheduled arguing.
Changed FNP to a 5+, with the same MW shunting.

Lemme run numbers on melee weapons... I did up Forgebreaker to A5, but swing per swing...
7/6 hits per attack on Logos. Drops to 1 hit and 1/6 of a wound with Lethal added. Against a T9 3+ model, that's 12.44 (no Pact) or 13.33 (Lethals). Up that to T10, and it drops to 9.33 (no Pact)/10.67 (Pact). T11 or higher drops it to 6.22 (no Pact)/8 (Pact). All assuming a 3+ armor, invuln no better than 5+.
Forgebreaker gets 25/6 hits, or 5 with a Pact for SH1. Against anything T8-13, it deals 2.78 wounds (3.33 with SH1). Assuming it bumps against a 5+ Invuln, that's 11.11 (no Pact)/13.33 (SH1).
I feel pretty chill with that.
Bastion Of Command is similar to Abaddon's full rerolls to-hit, but weaker. It never makes you do better than what you'd normally get, it only prevents you from getting worse.
That said, I'm all ears for a replacement.
Single Minded Annihilation changed to just be an Attacks boost to Ranged Weapons.
Third ability changed to a Leadership buff.
Also, gonna add in that Damned units don't benefit from his auras.

Ah. Didn't catch the pistol keyword. That actually tones down his shooting a fair bit then. Unless there's an exception I'm forgetting that lets monsters shoot pistols as well as non-pistols.
