GW thinks they do. Internally, they believe players won't ever waste reactions or whatever to reposition units away from the objective to prevent vanguard units from scoring, they expect players to make a narratively accurate heroic last stand to fight for the objective instead of going with a beardy gamey tactic which takes advantage of the rules as written instead of the verisimilitude of the moment.
No no, that is very far from the only problem here.
Beardiness or lack of beardiness doesn't change that Vanguard needs to actually kill stuff to trigger their rule. Custodes can do that, at least with their unit reasonably intact, but Assault Squads with the brutal nerfs 3.0 gave them (charge attack removed, wound rerolls removed) are going to struggle actually reaching and killing even just a basic tactical squad before the game ends, let alone anything that can fight back. Hell often they will even get stuck in just Auxilia. Lots of Vanguard units in this game have this problem. Vanguard is easier to score with shooting, but even Custodes don't have a lot of heavy shooting.
(This is setting aside that using the Reposition reaction to avoid an approaching melee enemy isn't really that beardy? That's... more or less what the reaction even exists for?)
