edit: for things like eagles or demon princes Gwaihir and Gulavhar or a Balrog are fitting, but most of the man-sized models are too small compared to 40k or WhFB

GW did that very much on purpose so people couldn't simply use their WHFB stuff to play LotR (which is exactly what I would do if I wanted to try LotR.)

I think it has more to do with the fact that the Perry Brothers sculpt in true 28mm scale while GW does not.
On a more positive note, many of the metal infantry models like the easterlings and elves seem to be closer to GW scale. LOTR Orcs and dwarfs however are completely different scale from GW orks and dwarfs.
