Although dinosaur riders are sorely lacking, they were given some aid with the new Cold Ones. Therefore, we have to have a new race: either Codex Pan-Fo, or Codex Null. Although I am an ardent backer of the might of the Pan-Fo,Codex Null with its promise of something mysterious, something utterly new, something so different its invisible, well I find that intriguing.
Either way the truth shall be reviled!

I am tempted by Codex Really Really Dark Chaos Marines. Although my marines are slathered in blood and skulls I'm irked that there is no dead baby bitz to add, or squished kittens, or just chopping his own head off with a chain saw cause he's that hardcore.

Codex: Chaos Necrons, but only if its accompanied by a wholesale rewriting of the GW fluff.
How about: before the Necrontyr and the Elder Gods fought there existed other Necrons, who were Chaos-y, and they seeded the galaxy with Nid-food, to draw Nids here. Then, instead of sleeping in TombWorlds, they slept in the Warp. They are the Real Masters of the WebWay, and one of them's the Emperor.

All in all, fact is that Warhammer 40K has never been as balanced as it is now, and codex releases have never been as interesting as they are now (new units and vehicles and tons of new special rules/strategies each release -- not just the same old crap with a few changes in statlines and points costs).

Oh, yeah, let me see if I can break the codespeak: - Chaos Legions (Very, Very Dark Chaos Marines) - Tau re-revamp (Selfish Tao) - Dark Angels (Space Marines who are dark but not Chaos) - Necrons revamp (Chaos Necrons) - wave 2 Orks (Organized and purposeful Orks) - Eldar Pirates, RT-style! (Nasty Eldar who are not quite Dark but not quite Craftworld) - Pan- Fo  - Eldar Craftworlds (Ill-Lit Eldar) - Dino-Riders ??? - Eldar Exodites (Wood Elfs in Space where there are no woods) - Squats (Null, just 64 blank pages) Dino-Riders??? That's crazy talk!

I have to say, excepot Pan- Fo (never got the joke really  ) everything sounds more interesting than Dark Eldar at the moment, at least if they keep what I know about their fluff. Which isn't that much actually...
What I would really (2x) like to see is a serious take on Inquisition. But except Sisters, I can't see anything worth fielding as a real army. Would't make much sense either. I always thought that a Grey Knight army with tanks and cybots was a terrible idea. 1 or 2 units as support, yesm but an army? Doesn't work for me.
Come to think of it, what 40k now needs IMO after all that "One Codex per army"-stuff would be some well-written rules for allies. Inquisitors, Rouge Traders, alien mercenaries.
I just remembered what 40k really needs the most. Frickin' traitor guard. It's such a huge piece of fluff, I can't understand why they never got a real list. It can't be more difficult to write than the new spikey marine 'Dex.
Edit: Just noticed, Kyoto already mentioned Chaos Cults....

I get what you're saying, and I agree that they're a cool army, but I don't think that a traitor guard list would need to be different enough from a regular IG codex to warrant being towards the top of the list in the development lineup. I mean really, what would they need? IG codex plus demons and cultists, and a few new wargear items or marks? Nothing a White Dwarf article couldn't handle.
Now, if you're suggesting something more like including them in a Lost and the Damned typed codex, then that's a really good idea, I think (read: not going to happen anytime soon).
I voted for Pan- Fo. Revile them.

codex null/squats seems the most useful. You could write whatever list you wanted in it, and the GW cover would completly proove that it was a balanced army

I voted Codex: Anything is Better Than Dark Eldar or So I Fear! I would only like to see a redone Codex: Dark Eldar if they actually make some looking good minis to go with it. Good fluff/rules are nice but DE without good minis is better off as it is. I actually voted for Codex: Null because this thread has adopted it as Codex: Squats.

Only SW is still a sub-codex, they rest are separate ones now or are just gone and most likely will never be back except as Apocalypse Datasheets. DA/ BA/ BT players are complaining about not having access to the updated wargear like SW mostly does, now I bet they wish that they were (still) sub-codexes too!

I can think of some better ideas then Dino Riders. This could really work well with other product tie ins!
Codex: Gundam - This could help in the asia markets. You only field 1 model but it can pretty much do anything it wants and always win, but doesn't want to fight in the first place.
Codex- Star Wars- Ehhh George Lucas really enjoys the cash this would bring in.
Codex Transformers- Autobots ROLL OUT! And can be followed up with Codex Decepticons!
Or they could go with some other ideas:
Codex Dragons- What player doesn't want to field 12 models of dragons who can fly and burn stuff?
Codex- Andriods- The good AI civilization that the imperiam created finally comes back to save thier creators only to be greeted with hostility.
Codex Squats- Because we finally ran out of ideas.
