GW has some extremely ambiguous policies when it comes to IP infringement, making kits which are specifically tailored to be modular with 40k stuff/ and or evocative of 'gothic sci fi' imagery has in the past caused numerous companies and individuals alot of trouble.

I can hardly imagine that WW1 German helmet styled heads are a copyright breach. These are used in many sci-fi games, comics etc.
Add-on kits are very common in the serious tank building circles, so that can't be an obstacle either.
The use of the name Ork can,but that can easily be avoided by naming it sci-fi Orc heads.
Maybe the glyphs are to much GW.

given the already WW1-ish look of much ork tech, pushing it further to a full DKoK look would be really cool.

Don't know if I'd buy those heads, they really wouldn't be that difficult to make from slices of plastic tubing and greenstuff stuck on normal ork heads.

I don't fancy trying to make greatcoats though - anyone make those? (Fluff point, would orks wear sleeveless greatcoats? Not sure whether that would look cool or silly....)

But the difference is that someone making add on parts are copying a real object. There may be a grey area where they say "for use with Tamyia kit" but there isn't copyright infringement in reproduction of an image they own and many model companies probably find that someone buying a kit to convert such a fashion is giving them more custom not taking money from them, as they buy several kits to make several varients, often obscure varients which the plastic kit company have no intention of producing.

GW probably don't see it the same way. When making something compatible with their miniatures you are duplicating their image (say if you produced resin turrets for their Leman Russes). Instead of seeing that they will get more custom through people buying several of their kits to do more conversions, they just see it as people amkign money off them, and possibly taking it away from Forgeworld etc.

This won't apply to the gasmask heads here because it's too difficult to prove actual infringement IMO. But producing a series of resin add-ons for turrets on Leman Russes and doors on Rhinos would be sailing very close to the wind.
