£8 for recorded delivery is excessively high, but then again, not the first time people use P&P charges on ebay to boost the sale price.
Shipping to US from UK of that item shoudln't cost more than £4 I would hazard. If it was shipping within UK it would cost £2 max.

Recorded delivery is just a first class mail item with a signature required for limited protection. It only works in the UK because as soon as the parcel goes abroad it is treated as a standard mail item.
It will not cost that much to post anyway (for the UK) the seller is taking the piss.
Check out royal mail for ideas of postage charges.

£23?!?!?!?!
Report them to eBay, what a con.
Airmail small packets to USA for up to 200g is £3.20

Recorded can be 1st or 2nd class, but it's mostly bollocks anyway. I've had special delivery items sent to me where they haven't stuck around for a signature.

International recorded/signed for costs £4.15 on top of the actual cost, while that shipping is very high (I wouldn't pay it), it's not into the realms of utter craziness.
Royal Mail charge for parcels bases on weight, size of the package and whether it is printed materials or not.
I'd say that'd cost about 2.50 to post, given a decent packaging/box.

Recorded delivery (Signed for delivery) is +70p in the UK, +£4.50 for international air mail.
It's called Postage and Packing because the packing materials cost money and can legitimately be charged for. Unless you are buying in industrial quantities, you can expect to pay several pounds for a cardboard box and bubble wrap. What I do is recycle the boxes other people send to me.
The rest of the postage charges would depend on the size and weight of the parcel.
I'm not trying to defend this one guy. As Filbert said, it's hardly unknown for sellers to pad their P&P fees. However it would not be fair to characterise this as UK shipping charges.
I recently looked at ordering a $24.99 game from the USA to the UK. (Death Angels card game from Fantasy Flight.) The P&P offered was something like $68. I decided to buy the game locally.

Not that I'm trying to justify this price as it is hideously overpriced for p&p, but from the Uk to the US the price increases dramatically the closer you get to 1kg.
Once you hit the 1kg mark the price soars and it is infact cheaper to split it up into two seperate packages. ( so the aldy ad the desk told me anyway) So that can be a possible justification for the heavier items or large group of items, but not in this case.

Its not that unfeasible. If its airsure (which is the only way to track it along the way) or similar then it could be 16 odd pounds.

I don't think weight is an issue here given that the entire model + the little plastic baggie is little more than an ounce (about 30 grams).

It's a total rip-off. 2 Kilos to the US is £20. Heavier than that is cheaper by courier than by post.
Completely unreasonable for an item like that.

If successful ask seller to send it to a mate in the UK at internal postage rates.
He sends package to you
You send mate postage
and yes that has to be taking the piddle
Automatically Appended Next Post: note that it is Standard International Service

That does appear very high but overseas shipping can be surprisingly costly. I sent a tiny magazine/booklet to the US recently and it cost over £8. That was £1.20 for the stiffened envelope, whatever the postage was and the better part of £5 for the recorded delivery. Left me out of pocket given that I'd asked less than £5 shipping.
