I'll put it this way, if you want to do something, then you roll for it under most circumstances. Want to attack? Roll. This holds true for most anything besides basic movement. Whatever game you are going to be playing will have a part in the book that will tell you how things work.

Whatever game you want to play comes with a fancy rulebook that will tell you all of that information. If you start out with a group of already experienced players they can help you along and make the learning curve easier for you.

Generally in RPGs if you want to do anything that can fail you will roll some dice to see if you succeed. What kind of dice and how many is as varied as the different rulesets out there.

I recommend heading to your local hobby shop and seeing if they have a group that games in the store or a bulletin board with contact info of area players who might have space at their table for a new player.
