I'm not sure what book the rules for Isengard are in...

Can anyone help me?

I believe that they do not currently have one. I think that the rules for their units can be found in the main rulebook.

However for things like the Isengard Troll, I think that their rules may be in old white dwarfs somewhere.

I think there was, but when the newest rulebook came out I believe that all rules for units currently in existance where also transferred into there. The only exception being the king of the dead, which the seem to have forgotten about, and only appears in the version that you get in the starter set. You could try it though, I haven't actually read that one.
