It's a French "found footage" type of film from the mid 90's about a film crew recording a serial killer and his philosophy as he goes about the business of murder for profit.
The part where he goes on at length about how to properly weigh down a body as he's preparing to dispose of a victim in the river is pretty funny stuff, when he drops the carefully weighted body over a bridge only to find the river is about a foot deep.
