So I'm interested in what people think the best incremental step for the smallest amount of points is across all armies.
For example:
A 9 man tactical squad can be upgraded to a 10 man tactical squad with the added bonus of getting a MM/ML and Flamer all for a whooping 16pts.
16pts for a tact marine, flamer and your choice of MM or ML. Now that's 16 points well spent.
What other great deals are out there?

Grey Hunters are insanely efficient for how cheap they are. 15 points a man for Marine statline, bolter, bp/ccw, counter-attack, acute senses, power armor, ATSKNF is frighteningly good. On top of that, you can game the system and take a flamer (free) and at 10 men they get a second special weapon free automatically. This includes melta and plasma guns. So you could, for instance, have a 10 man squad with all those lovely rules, a flamer, and a melta gun for 150 points.

I think the OP means ''best extra points you can spend'', i.e. what are the best extra buy to a unit to make that unit usefull. Like in his example where 16 points pushes a 9 man 144 point unit into the realm of usefull.

Its actually 15 points, and you lose being able to do a bunch of things with him, hes good either way...
The best one i can think of is the wraith sword for a wraith lord, 100 points for a T8 beat stick with 3 wounds. Toxin sacs and glands on hormagaunts, nothing beats re-roll ones to hit and anything with T4 or lower to wound. all for 10-12 points a model with I5 on the charge. Or 5 points for a chaos familiar, nothing like spending 5 points to be able to take another crap power from chaos.

If we're counting out of date codexes, I'll go with redemptionists. 20 guys with 4 chainfists that are basically fearless and can use faith to WBB, ignore armor or get +2 Init and attacks? And they are dirt cheap? Sure! (Codex: Chapter Approved)

They'd have to be packed in pretty closely. The KFF only goes out 6''. It can limit your play a bit.
That said, it's entirely possible  Take 2 for more flexibility
