I was thinking as a "fix" to the ally rules, simply disallow anything that is 0-1 or unique.
That would mean you cannot take named characters as allies, nor could you take 1 off units like death company, avatar, or phoenix lords.

It's limit the really rare stuff to the main army, and prevent everyone and their mother showing up with a necron special dude.

They seem fine as they are. There's nothing stopping you taking an allied detachment to counter their allies.

I guess you haven't run into stupid combos yet. And game balance isn't really the point. Fluff is.

Eldrad and 5 rangers showing up in every dark eldar army doesn't make much sense. I could see a farseer being sent out, but not Eldrar repeatedly.
The storm lord a cryptek and 10 warriors showing up all over the place; why? Because the rules for him are awesome.

Fluff wise, it makes more sense for the unique units to only be found in the unique armies.
