it depends on what you are useing them for objective grabbers, or killy unit with tally up. in my personal experince they dont have alot of uses besides grabing objects unless tally is up. however if you want them to do any sort of damage id run 10.

They can't capture objectives, they have the swarm special rule which means they never count as a scoring unit. Also you may put 10 in a unit but i don't know how you manage that: Their unit size is 3-9 -_- This hasn't really told me anything

I kinda okish tarpit. More of a speed bump.
Eternal warrior and inv save make them quite the annoyance.
They still go down easy though.
Good to annoy low attack high damage combat units. Full unit should tie down 5 man terminator squads for a couple of turns.
They don't really do enough damage to stand a real chance of killing much, but a couple lucky rolls from them can really brighten your day.
There one of those units you tend to see most cause you have nothing else to put on the table/dump points on. They can be worth it if you get them in the right place though.

It's better to just take more plague bearers.

They're actually useful as a soft counter to Grey Knights! One of the only ways the daemons can defeat the grey knights is by outnumbering them, and this is best done by sending a full squad of 9 nurgling bases straight into their terminator squad. Also daemonettes do well in MSU each with a transfixing gaze working together on the same enemy target, and with the new rending and Hull Point system, that particular tactic is best used against walkers to completely disable them in combat.
