I'd say... Use one of the imperial armor book campaigns for starting ideas. And consistency issue, hm...
How about this crazy idea: Whatever campaign you use, have each player represent a commander, and add a few NPC commanders as well, perhaps as allies of existing factions. Have the NPCs score victories or defeats with a single roll of a D6 if nobody can be bothered to play their battles.
Then If a new player suddenly jump in, have them pick one such NPC commander (keep the exact race of the army a little vague, possibly they're mercenary sorts, so flexible on morals).
And if a player suddenly has to drop out, their commander becomes 'NPC'.
Insert hijinks about the great blood angel company scoring victory after victory, but the incompetent commander on the west flank keeps frakking up and making a mess of things, argh! Maybe giving the angels a reason to attack their command regiment to execute and replace him. Heh.
