I'm not a fan of running a single Piranha. They have a decent chance of missing with their 1 shot and on top of that they have a decent chance of dying before they can do anything useful. Basically You're spending 50 points on the off chance that you'll get lucky.
I'm not sure what the point of the pathfinders are. You made them 1/2 attack and 1/2 markerlight. The problem I have with this is that they are your main source of markerlights. You may benefit from rethinking your approach with them.
Is counter fire defense really necessary? You even have it for your flamer suits which won't benefit from it.
I don't know about the Mirror Codex. It's unreliable which is something you typically want to avoid at tournaments. The extra initiative steal is nice, but there's only a 1/6th chance that it will actually be useful. On top of that the main thing you want is preferred enemy(everything) which will only happen in about 1 turn a game. Is that really something you want to spend 50 points on?
There's no way that you're going to benefit from giving everyone in a unit Target Lock. At least 1 model has to shoot at the main target.
Overall I think this list is heavily reliant upon luck. It could work, all of your units has a chance of being devastating. However, wether or not you want to take that chance is up to you.

For starters your list is illegal. When you field Farsight the "Seven" replace his normal bodyguard. You are going to be better off doubling up on some of those weapons for your Crisis Suits. Fusion Blasters and Target Locks are really good to take advantage of Farsight's Warlord Trait. Also, some of your support system selections aren't very good.
If you are going to be taking Firewarriors, you may be better off taking an Allied Tau Detatchment to avoid the Bonding Knife Tax.
Those Broadsides would be better with some drones, three Broadsides without drones are easy pickings.
May want to avoid the rail rifles on your pathfinders, their Markerlights are too good of a force multiplier.

The "Seven" CAN replace his normal bodyguards. You can have either normal bodyguards or the "Seven" but he can't have both.
Obligatory Allied HQ cost > 12 point bonding knife ritual. So spending over 49 points to save under 13 is insane.
Drones can be good, but they aren't necessarily a requirement. If the only reason you take drones is for extra wounds then you're not actually gaining any benefit. If they kill off 2 drones then you'll have to make a leadership test. Since he doesn't have an ethereal and he doesn't have a Shas'vre, this is something he should avoid. That being said, a full thing of 6 drones is something he could look into.

It was actually 21pts for for the Bonding Knives he can save, but for some reason I read him having two units of Fire Warriors. It was meant to have access to an effective 17pt Etherial. Your point stands, he probably shouldn't Ally Tau.

By choosing to take Farsight in a Farsight Enclaves army you are in fact choosing to take the Farsight Commander Team. You may and I stress may be right RAI, but not RAW. By choosing to include Farsight you have chosen the Farsight Commander Team and cannot choose Farsight's normal Bodyguard team.

You are incorrect. The RAW wording "you may take Farsight’s Commander Team instead of Farsight’s XV8 Crisis Bodyguard Team". The key words I have bolded.
You can take a regular Bodyguard team instead of the Eight. Farsight is counted as an HQ slot choice per the Tau Codex. If you take the Commander team Farsight is not counted as a HQ slot choice but is the Warlord.

Ok so after looking at the Replys here i what i changed.
Body Gaurds
Removed Mirror Codex.
Added Vectored Retro thrusters x 1(i think this adds hit and run to the whole squad).
Removed Missle Pod and added Burst Cannon.(forgot about the bonding knife for the Stealth Team).
HQ
Added Darkstrider ( to be attached to the Fire Warriors).
Troops
Removed Shield Drones From All Squads.
Removed Target Lock From one of the Crisis Suit. Changed it to Vectored(i think this adds hit and run to the whole squad).
Removed Counter Fire From Crisis Suits with Flamers and twin Linked the burst cannons.
Removed Counter Fire Twin Linked the Plasma Rifles on the Plasma/missle Squads.
Removed 1 Fire warrior From the Squad(so dark strider can fit in the tank)
Added Counter fire Relay to the Devil Fish(for overwatch).
Elites
Added a 3 man stealth team.
1 W/ Fusion Blaster/target lock
2 W/ Burst cannon/ postional Relay (no scatter is what im going for)

Added 2 missle drones to each broadside.
DarkStrider is in there to make the Firewarriors Hit Harder and keep them out of Close Combat. Also lets me outflank or scout them into postion.
The Vectored Retros are in there to get my crisis suits that have to get in close combat out of it.(IF they surive and yes i know their initative sucks but i would like the chance of them getting out)
So How does that look?

Yeah i missed alot when i updated the list. i already removed the CFD and twin linked the guns. The Fusion/Plasma squads are really just tank/MC hunters for the most part. The plasma rifles are in case something gets close they can blast them and run off.
The Fire warriors have pulse carbines as more of a QRF. Sure the Rifles shoot more but i got them for pinning purposes. I may drop the EMP Gernades.
As soon as my kindle starts working again ill see if i can find anything to replace Farsight. Im not trying to make a Death Star Unit.
Refering to above i was thinking about the TL Fusion blasters Shield Gen and Stim pack. Then two body gaurds.
Ill see about the stealth team.
And i need to read the rules on EWO.(kindle won't turn on and my hard copies are in the states)

This to me says you can "choose" to take one or the other. If you choose the Command Team then the rules kick in, otherwise play as normal. This seems like an additional option, not an over writing rule.

Be sure to read the rules from whatever tournament you're going to. This is from a recent NOVA tournament:
"Units that may fire two weapons (i.e., Monstrous Creatures, Multi-tracker Suits) in the Shooting Phase may also do so when firing Overwatch."
Now to get back on topic and talk about your list.
1 Positional Relay works just as well as 2.
If you're going to take Vectored Retro Thruster look into adding some shield drones. Shield drones can help save you from some devastating instant death shots and would up your initiative to 4, helping out your VRT.
Think about Twin linking your Burst Cannons on your Crisis suits. It's 1/2 the cost, but would be just about as good.
Missile Pods and Plasma Rifles serve two conflicting purposes. One is more for long range spam, and the other is close range armor negation. Think about what role you want this unit to serve and then customize the loadout to match.
Remember all these are just suggestions and personal opinions. No one is 100% correct.

You are still using the original text, not the updated text. Its been changed and requires Farsight to be your Warlord and uses the term "may" for choosing the Command Team. It is now perfectly legal to take his normal command team. Unfortunately it now makes it impossible to ally in two Riptides...

Looks a lot better than last time, I don't like Fusion Blades to be honest, but the chance they might stop working when you use them in combat stops them from being particularly useful, especially for their cost. If you are going to take drones on a suit unit, you are best off taking gun drones, since the opponent will just hit you with his small arms first and then make you take the heavier stuff on your crisis suits anyway, so may as well have ablative wounds that can at least shoot imo.

Looks a lot better than last time, I don't like Fusion Blades to be honest, but the chance they might stop working when you use them in combat stops them from being particularly useful, especially for their cost. If you are going to take drones on a suit unit, you are best off taking gun drones, since the opponent will just hit you with his small arms first and then make you take the heavier stuff on your crisis suits anyway, so may as well have ablative wounds that can at least shoot imo.

Comes out to 2k exactly and apears to take care of all angles.
Took less Pathfindes per unit to increase the units.
Overall looks much better and the change in format made it MUCH easier to read
Removed the Drones to Free up some points.
Changed command squad to double burst cannons for more Daka.(and free up points)
Dropped the Command Squad.(attaching commander to burst team already there)
Moved 1 Crisis team to free up points(bonding tax). Changed to Flamers.
Doubled the weapons instead of Twin Linking.
Moved a Path finder Team over to avoid the Bonding Tax(free up points)
Changed one hammer Head to Sky Ray
