So im short of funds. I got some cash but not buckets of it. Now i want to play this game and test models before I commit. I know what im proposing is a big No No at tournaments.
So what if I was to get some bases of all Size. Put Plasticard standing erect on the base with pictures of the models there. I havee the forces book already.
And it will not be an entire for of it. No I have fully painted models to field alongside them

Before you go this route I'd ask your playgroup if they have the models to borrow for you to test out. I'm not a huge fan of this kind of proxying myself, and would much rather you borrow something of mine to use than see Plasticard cutouts on the table.

If your LGS has a Press Ganger, they are required to have at least two of the faction starter boxes specifically to teach new players the game. I would start there.

At my store that'd be fine, but odds are that if you asked in advance someone may be able to bring that unit with them the next week, but even if you just showed up almost every player would be fine with it.

Most people I've played with wouldn't have an issue with it. YMMV. If it looks decent (I knew a guy who cut pictures out of old No Quarters and stuck em on OJ container plastic and cut the outline out. Not bad looking) you should be fine.

We have a guy here who does that. Print out stand ups shows a level of effort, especially if they're alongside actual, and especially painted figs. If you want some really cheap bases, check out Litko for some propperly sized wooden disks.

My local group is perfectly fine with using stand in bases to try models out before you buy them. After all, the base is all that is needed from a rules standpoint.
An entire army of bases could be confusing, but with the cutouts it should be fine. Just make sure you are clear that you are planning on getting actual models at some point.
And keep the empty bases around. They can be handy when model poses start getting in the way of proper positioning.
This is my one complaint about PP models. Their rules have given them the freedom to sculpt whatever way they want, but poses often physically prevent the models from interacting properly with the game. The infamous Skorne Buttcharge is only one example.
So having some empty bases around to substitute in is handy.

I always recommend that new players try to proxy units and things before actually purchasing - it's an expensive hobby, and you want to know how that unit performs for you in-game before you drop a ton of cash on it.
I'm fine playing against proxies, as long as there's some effort made toward eventually getting the actual units.

that is exactly what proxies should be for, trying out a new unit or two
in friendly games its fine, things get dicey if you're proxying more than one thing or they stink or you do it constantly,

I suggest that you get Vassal and use that to test units before purchasing. Its a program that simulates table top games and it is perfect for testing units. I do not purchase anything until I test it numerous times on Vassal first.

Cheapest way to do it would be to put Letters and number identifiers on the base, and write a list of what the letters represent and give the list to your opponent
For example, your entire army
X - pKreoss
A - Crusader
B - Repenter
C1 - C6 Bastions
You could even make official sized stands to represent LOS as well (aka, small bases have a 1.75" piece of square cardboard)

completely depends on your group you play with.
Personally, I don't like proxying because I never know what I am playing against. But OTOH I understand it and rarely say no thanks.
