So, I have started, stripped, and restarted my cultists about 3 times now. I am having trouble figuring out just how I want to paint them. I have a Cultist champion painted who looks fantastic (to me) that I will link a picture for later today. He has pink pants, purple face mask, and a Commissar black coat. I also have a WIP Heavy Stubber that is coming along nicely.

The problem is the rest of the cultists. My mindset, is they were/are an underhive gang that turned to Slaanesh (Whose ranks are full of ex-guard, street urchins, etc). So I figure their color scheme should be grungy but vibrant with purples and golds (to tie in with my Chaos Marines: purple armor, purple robes, gold highlights, I have pictures of some in my gallery). However, I do not want them to look uniform like a cohesive fighting force. I want them to look ragtag, patches here and there that tie them all together but by and large different outfits.

Thoughts/suggestions/ideas welcome. I have seen what some others have done but not sure if they feel right for the look I am going for.

Swap out different parts of armor and clothing with colors. One has Pink Pants, the next Purple Pants. one guy has drawn a symbol on his chest or painted a shoulder pad a crazy color. You could also try and add some weird conversion pieces, tendril here, spike there.

Here is some of what I have come up with.

Inside your mind, corrupting the pathways

I'd paint them up as differently as you can - some wearing very obvious cult uniforms, some wearing a uniform of a loyalist with a couple of pink/purple patches or cloths tied on, some who are more corrupted who have repainted some of their armour (perhaps badly showing the original in patches, or just painted graffiti over their armour), some wearing a mix of loyalist/neutral civilian stuff with really bright clothes thrown in.

Remember Slaanesh is all about excess, not just pink, so throw in some really bright colours like yellow, orange, blue etc as well. Take a look at some of the neon paints that are around - they can be especially good if you paint a non-neon backing then a thinner inner neon line for things like graffiti.
