It's a bad mechanic, it really hampers CSM, it makes some of the smartest most interesting villains into dumb brutish monsters. This has been discussed.

It supposedly feeds the Chaos Boon table, which is pretty terrible as well. Your chances of getting something good at a point in the game when it can change the game is really low. It's just useless bookkeeping and a chance your expensive character will die in a "cinamtic" way. The table should be changed.

I propose to modify the way Champions of Chaos works slightly when playing against SM.

Rule: A CSM with Champions of Chaos rule must challenge as before. If the combat has any SM characters, one of them must accept, the challenge cannot go unanswered.

Rational: CSM and SM come from the same creation story, they use to be brothers. Both are extremely proud and willing to back up their words with action. If anyone can get a SM angry, it is a CSM. The hatred the loyalists must have for their fallen brothers must know no bound, the resentment of the heretics, the constant reminder of the weakness of their kin must drive them mad at times. The idea that when it came to close quarters combat, that a loyal SM would decline a challenge to prove that he is still loyal, that the emperor is supreme, that good will triumph over chaos seems unthinkable.

Examples:
CSM squad and SM tac squad are in combat. Aspiring champion challenges because he must, SM Tac Sergeant accepts because he must.

CSM squad and IG squad are in combat. Aspiring champion challenges because he must, IG Sergeant can accepts or decline as normal.

CSM squad and IG squad+SM IC are in combat. Aspiring champion challenges because he must, SM IC accepts because he must.

CSM squad and SM tac squad + SM IC are in combat. Aspiring champion challenges because he must, SM Tac Sergeant or SM IC accepts because one of them must.

CSM squad and SM tac squad + IG IC(lets say Yarrik) are in combat. Aspiring champion challenges because he must, SM Tac Sergeant accepts because he must. If Yarrik wanted to be in the challenge, he should have yelled "I challenge" before the CSM player did.
