I submitted a piece to the Black Library for their Deathwatch open call. Unlike most publishers I couldn't find any info from BL on their average turn-around time and they don't have any system that I can see to confirm and track submissions. That's pretty unusual in the publishing world so did I miss something? Or is that just how BL rolls? How long did it take you guys to hear back in the past?

That is how they roll. I won runner up in some previous competition, found out from their newsletter mentioning my name, and now there is no trace that it ever existed.
