 Maybe?

Why not "gets hot on a roll of 1 or 2 to hit"? Seems faster.

I need a lore justification here, it seems a fair bit more powerful than most AA and at the same time without AP1 it's not going to do a lot.

 Why?

 Radphage specifies unsaved.

 Sure.

What does the rule do and why do you need this weapon?

 Absolutely not.

 Sounds reasonable.

Why does this exist? Do we really need a third grav-weapon profile?

Absolutely not. If you can describe any weapon in your rules as "X, only better" they're bad rules.

 Why does this exist?

Power sword only better? See #11.

Technical term is "metal storm ammunition".

 Why does this exist?

-17: This is the start of a very slippery slope; when you start taking the arcane and unusual wargear of the 30th millennium and bringing it forward people start to ask why they don't get all-volkite squads and full-heavy-weapon jetbikes in the modern day.

Summary: A few reasonable ideas, a lot of redundant/irrelevant ones that add nothing to the game but complexity.

Balanced Game: Noun. A game in which all options and choices are worth using.
