That's kind of his schtick. There's at least one other video with the same guy doing the same kind of ramble on a different subject, a comic or game convention. He comes off as Too perfectly weird so I'm pretty sure it's an act.

Ya, looked him up, Andrew Bowser is his name, looks to be an amateur "actor".

Yeah, went and found more of his stuff after posting that as well. The game convention interview was good, except for him saying I Dunno too much, like a catch phrase, but the other thing I found where it was him trying to get hired as a commentator got dull quick.
