I am really confused about the Hammer strike battalion. Do they ignore the 3+ deployment roll or not?

The way it reads yes. Though the Prosecutors don't if you choose to keep them in reserve.

It's as Eldarain said above. Battalions can be taken without allegiance; it wouldn't make sense for the paladins to drop down without rolling for an army with Order allegiance but suddenly require a roll for an army with Stormcast allegiance!
