I haven't started 30k, but I am building up a 40k IG (Astra Militarum) army, but there are some 30k models that I think are just absolutely awesome, primarily the Dracosan Transport with the Hull mounted Demolisher cannon and the Leman Russ Incinerator. I have seen some posts on playing a 30k vs. a 40k army, but my question is can I use both together in a game as one allied force of some sort?

Not unless your group allows it as a houserule, but I would severely doubt that it would be allowed even then.

Worst comes to worst you could counts as the Dracosan for a demolisher and the incinerator for a hellhound, but I'd say you're basically out of luck without playing both systems, but who knows what FW will do in the near future when they update the 30k rules for 8th?

Not officilly no.

The forge world rules for imperial militia give you quite a lot of options for building the army you want to build.
The Dracosan is a Solar Auxilia unit IIRC, so you could run an allied imperial militia and solar Auxilia army to use all of those models in a 30k list.

To use them in 40k, proxy would work. If you are lucky they will get 8th Ed 40k rules.

Not realy. The systems have two different AOP-systems. And for some stuff exist no 40k-rules.

A few of the Marine tanks (Sicaran, Spartan, Scorpius...) got ported to 40k as 'relics of the armoury' in Imperial Armour 2, but IA1 (the book with all the general-purpose Guard stuff) came out before the Militia list. If I were you I'd pitch a set of restrictions allowing you to use a few of the 30k vehicles to your group based on those rules (CAD only, no duplicate Relic vehicles, and some of the guns/options get toned down).

For instance: the Spartan in IA2 is almost identical to the Legion Spartan (it's 10pts cheaper because it's running off an older version of the Legion list); the only other differences are that you can't get any 30k-specific vehicle upgrades. So if you wanted to pitch an un-mothballed Dracosan as a Guard vehicle in 40k it should probably be a 0-1 Heavy Support choice, available in a CAD only, with the same cost, profile, rules, and options except for the Flare Shield and Auxiliary Drive, which wouldn't be allowed.

As for the Russ Incinerator I'd say probably not on principle given how little volkite is left in the galaxy; if Marine relic Land Raider Achilles have lost their volkite guns nobody's maintaining them on Russes.

Balanced Game: Noun. A game in which all options and choices are worth using.

Thanks for the replies, i think i might go w the imperial militia idea and make it a 30k list eventually. I also heard rumors about custom vehicle rules in 8th edition.

Are we allowed to use fw models from ia2 vol2 in 30k? I was building up a force w a lot of artillery, i already have 3 thudd guns and 2 griffons.
