Once again, an edition change has made 2 pieces of wargear "flip" in viability
In 7E, Icons were pretty good. they gave +1 to combat res, which often was the difference between winning or losing a combat (and losing could mean half your squad dies)
But instruments were 'meh' at best as they only provided situational Warp Storm rerolls
In 8E, Icons are just bad. They cost too much for a rule that only applies 1-n-6 times.
Conversely, Instruments are darn near mandatory. +1" to Advance or charge is awesome
So what I am proposing is that Icons in 8E provide a similar rule to what they did in 7E.
Either -1 to the Morale roll (effectively +1LD), this affect should really extend to all units within 6" of the Icon (of the same chaos alignment, of course)
Or Roll 2D6 and take the lowest results
Daemons just do not have anything to mitigate Morale, which is ok as it represents their Daemonic Instability. But unlike Daemons in AoS, the overall LD of Daemons in 40K is much lower.
Most Daemons in AoS (which has the same Morale system) have LD10. Most in 40k have LD7.

Those icons are one of the best pieces of wargear for daemons in age of sigmar where they are identical to how they are in 40k now, the big difference is they are free which is a huge difference.
At 25 pts they are unbelievably expensive for something that potentially does nothing, personally i'd make them like 5pts, and make the number of daemon spawned d3.

An argument could be made that Icons and Instruments are free because the points chart for units is "including wargear"
However, the fact that a separate chart on the same page has points specifically for them kinda kills that

Well, the big advantage of having a separate points section is that points can be adjusted more easily without having to touch the rules. Personally I'd agree with Rydria that the easiest fix is just to make the icon really cheap or even free; it's not a bad bonus, it's just not good for the points.
Also, it's technically a less than 1 in 6 chance of it triggering, as you need to have to take the Morale test first; it's entirely possible for some of your units to go a couple turns without having to take one, meaning the chances of getting reinforcements instead is even lower. So my vote would be to make them free.

Don't you take a morale test every turn you take a casualty? Even if the unit only suffers one casualty and has no risk of taking additional wounds, you have a chance of regenerating models. And this can happen once per player turn, so potentially 14 times per battle. Reasonable chances of proccing a few times and may save you from morale doom on a given turn.

Sure, but you're pretty unlikely to get 14 goes at it on that basis; if your opponent is taking pot shots at your units with characters just to inflict a single casualty here or there then they're doomed whether you took Icons or not
