I'm seeing a clear Axe, and what looks to be a Wolf up the top?

It looks like a creature wearing a thick cloak whilst striding forward with arms swinging back and forth whilst wearing a floppy pointed hat with an axe mounted on the brow.

So its clearly Vivi Ornitier with an axe mounted on the front of his hat! Possibly whilst riding a Tzeentch disk!

Horus Heresy Character? Though there is a hint of Rat or Wolf in it...?

Well, going purely by the silhouette that looks like an anthro wolf with a huge cape and an axe riding atop a juggernaut of Khorne that has tracks instead of legs.

Part of me wishes it's a Primarch, but I doubt it as the general pattern seems to have been "rules first, then Primarch model". As to whatever it could be, I'm stumped, although I'm hoping it's something new rather than a remake; the mention of a wolf and axe has me fearing they're just doing a special version of something they've done before like Russ or Horus.

It could be another Custodes Captain or General.

Kind of reminds me of BA lieutenant pose, just with an axe instead of sword...

Yeah I think your right, the turtle is very different from a normal one, still looks like a turtle though

All I'm seeing is a broken Batman symbol. Clearly it's a DC-40k crossover mini: the bat-squig.

Looks rather wolfy to me. The top left looks like a wolf head, and that axe looks like it has something with pointy ears ornamenting it
