Honestly?
They’re just 3rd Ed Plasma Guns. Marine deleters, and not a huge amount else.
I’m not against them, but I do find them a slightly dull option. Certainly I don’t think I’d want to field more than a single unit.

Its pretty funny the veterans have them and yet you have a 1 in 6 chance of vapourising youself. How do they become veterans exactly? It makes me think of the Veteran suicide bombers you could have in Bolt Action for a while.
Im making a unit of Veterans and having one guy painted as an inductii with the disintegrator in the unit. Each battle the other veterans find a new rookie and persuade him to use the gun.

That's why battles went down to 4 rounds, obviously.

The AP3 ones are pretty bad. They are completely optimal for killing the unit carrying it but very little else.
The AP2 ones have some teeth but are rarely the ideal weapon. Most things that can carry them can get better. Their best users are probably regular Sats, who have an acceptable self-damage rate if you only bring one gun per model, and combines decently with the fist.

Dissies are pretty funny.
vet tactical squads are a bad platform for them, as they kill themselves at a hilarious rate. This is especially true if you take the two optional heavy dissies, which will overload on a 2 despite the vets having BS5. But they also cannot take enough of the AP2 ones to actually threaten more expensive units. So they unironically kill more points of their own unit, than any other unit, every time they fire.
Vet HSS are a slightly better platform because they can stock up on the anti-terminator variant. They still run into self-killing at a huge rate, but they can at least blow away a unit of terminators into the bargain. Essentially making them an auto-suicide unit.
Saturnine are good with them, but they're slow and short range. The way you really want to run them, with two guns each, is almost impossible to bring to bear. Dissie + fist makes them decent at fighting terminators but hugely expensive, so terminators with fists / hammers will just charge and beat them to death for fewer points.
Saturnine dread is the best platform, but then it's an over 300 point unit that can hurt stuff but not fast enough to justify the points and killing itself.

The Saturnine dread doesn't hurt itself that badly with them since it has reasonable defences against the overload. I'd argue the main problem is that it has guns that are just much better (the grav, and especially the inversion beamer).

GW should have reveled them as part of a new, plastic Destroyer squad, instead of the Veterans with Disintegrator rifles.
5xDestroyers with Disintegrator Rifles, 2x Volkite Serpenta, Chainsword, Rad, Frag and Krak grenades would have been a much more interesting platform and made sense thematically.
