Yea black library back in the day made a bunch of dioramas Cain was one of them, But next time try not ta post a question in N&R this is not news or a rumor  I just got Ninjaed.

It's because he's meant to be posing in a promotional propaganda photo, so that's just a prop. Behind the pile of bodies are some steps for him to climb up.

Yeah, it mentions in the books that the propaganda people always make him hold a bolt pistol for a publicity shots, when actually he keeps using the old laspistol he's had for years.
