Legendary War Machine – Klawmunkast’s Rat Tank
Klawmunkast's Rat Tank is the most audacious and warped weapon of war he has created to date. In appearance it is similar to an Imperial Steam Tank, only it has been constructed from brass and planks of mouldering wood, while it moves around on a system of tracks, driven by rats racing around inside the machine.
This rat-race is also instrumental in powering the tank's impressive array of weapons through its warpstone generator. These weapons - the warpfire cannon, the warplock jezzail and the warp-lighting projector - are all mounted on the tank's exterior.

Except where noted otherwise, the Rat Tank counts as a war machine in all respects.

Equipment: The Rat Tank mounts a Warpfire Thrower in the turret and Warp Lightning Cannon on its hull. The Warlock Engineer commander is armed with a warplock pistol.

Special Rules: The Rat Tank is a large target, Unbreakable, and Causes Terror. The Rat Tank has a Unit Strength of 10.

The Rat Tank follows all the rules regarding the generation and use of Steam Points, Movement, Shooting, Magic as the Steam Tank on pg. 51 of the Empire Army Book with the exception of replacing instances of the Main Cannon and Steam Gun in the rules(ie. any mention of the Main Cannon is replaced with Warp Lightning Cannon). In addition, the Warp Fire Thrower may be fired even if the Rat Tank moved:

Warpfire Thrower: The Warpfire Thrower follows all of the rules for the Warpfire Thrower on pg. 60 of the Skaven Army book and takes 1 SP to fire. If a Misfire is rolled, instead of consulting the Warpfire Thrower Misfire Chart, the Rat Tank takes D3 Wounds and the Warpfire Thrower does not fire this turn. Further, roll a D6. On the roll of a 1, in addition to the damage done to the Tank itself, the Warpfire Thrower is destroyed and cannot shoot for the remainder of the battle.

Warp Lightning Cannon: The Warp Lightning Cannon follows all of the rules for the Warp Lightning Cannon on pg. 68 of the Skaven Army book and takes 2 SP to fire. If a Misfire is rolled, instead of consulting the Warp Lightning Cannon Misfire Chart, the Rat Tank takes D3 Wounds and the Warp Lightning Cannon does not fire this turn. Further, roll a D6. On the roll of a 1, in addition to the damage done to the Tank itself, the Warp Lightning Cannon is destroyed and cannot shoot for the remainder of the battle.

In addition, the Rat Tank follows all the rules for the Steam Tank regarding Close Combat and Characteristic Tests.

Klawmunkast’s Pride: The Rat Tank is a unique, experimental device. Only 1 Rat Tank may ever be fielded, regardless of the number of Skaven players in the game.

You put two weapons that are not move and shoot on a tank. Add rules to let them be used while moving?

Q: How many of a specific demographic group are required to carry out a simple task?
A: An arbitrary number. One to carry out the task in question, and the remainder to act in a manner stereotypical of the group.

Those are built into the rules for the STank. Updated to make that a bit more clear.

Edit: It appears the STank only states this for its hull Cannon, added for the WFT.

Its a good start, but for the legendary items i would like to see a little more then a mobile WLC+WFT

I mean, its basically a revamped doomwheel with a WFT tacked on.

Actually, it's a revamped unit from 5th edition that appeared in a special scenario. Basically a "What If the Skaven stole the idea for the Steam Tank".

I like it! I don't think every legendary unit/formation must be game-breaking and absurdly expensive. I like unique units like this one that are true rarities within an army that would only be brought out in a suitably large situation.
