Yeah there needs to be a good rason to attack him otherwise they will just run away and minmalize loses. However he needs to be unkillable because the emp dieing would be very unfluffy and would unbalance the game (the evil side would effectively get free daemons).
For the terrain I think it should all be inside one building or at leat with one building taking up most of the table. I would imagine the palace would be very temple like but with power generators and cables all leading to the throne. The throne should probably be in the imperial deployment zone as they would set up around the throne to protect it.
If you want more terrain you could add broken down walls and rubble. By the time anyone gets to the throne room terra would be turned into a wasteland.
I dont think there needs to be any daemonic terrain as most of the stuff would be portals opening then disappearing very quickly.

I'd have Cypher and 2 units of fallen DA start 24" from the emporer and give the evil side abaddon. Both sides want to kill him (to prevent him killing/resurrecting the emperor as no-one knows what he's up to) if he gets there each turn on a 4+ the Emp gets up and has a seriously hard profile but when it happens the 4 chaos gods elevate Abby and he gets a similar profile (if hes dead already he gets up with this profile on 5+ the next turn, gotta give them a chance  )

I didn't check to see if they were mentioned. But there are at least two Emperor class Titans guarding the palace at all times. Current Emperor isn't going to leave the throne at all. The closes hes going to do is smash the minds of everyone nearby everytime he unleashes an attack.

I think that this game is being set at the hypothetical end of the 40k universe, where the evil armies have attacked terra and the emp has come back. This means that the emporer could be walking around. I also doubt that the armies defending terra are going to let them land on the planet then attack them. To be able to get into the palace you would need to have already destroyed most of the armies in the area. This probbaly includes most of the armies ribbonfox mentioned and almost certainly the titans, although they could be included.

This is the end I am assuming. So have the emperor wake up, flash of blinding light, and he looks like he did during the heresy.
While your at it, bring Horus back. Have him be deamon god like, and the emperor and him use psychic attacks against each other through out the game. No one attacks them, they just fight over the board, make all units in X inches auto pass any moral test they are called to take, and they are both objectives. You got some win game right there, then just model the throne room with cables and everything. Oh, and make sure a good amount of original chapters are present. Smurfs wouldn't want to miss this.

Good idea but the problem is that when the emp beat him he completely destroyed horus. Not just physically, even his sould and the part of him in warp way wiped out. There was absolutely nothing left of him. The emp comming back is unlikely but possible, Horus returning can't happen.

Make all the emperors stats 10. Can only be hurt by Horus. make Horus all 10's and can only be hurt by the emperor. balance achieved. just how I'd do it.
Other Game play ideas might include taking a Space Hulk board for the layout of the chaos ship. Put Horus on the bridge and the emperor on the stairs to his throne room. put the teleporters in enemy territory and make the objective for the emperors side to make it to the bridge and kick Horus's ass a second time.
If you want to add drama to the game, return 1d10 x 100 points of destroyed units to the board and or reserve each turn as new reinforcements

Assumption is correct. The game takes place at the end of the 40K timeline's history. How did the enemy get to Terra? The Emperor brought them there in order to destroy their leaders in a last-ditch effort to save his race.
About 1 month and counting till the game. Just to show I am serious, here are some surveillance images taken from orbit of the battlefield so far. More impressive photos to come.
HOLY TERRA - ORKS ON THE RAMPAGE
Ork Runtherd uses Grots as a Safety Shield against the oncoming Landraider Tankshock.
The Lunar Surface - another zone of great strategic importance due to the presence of newly erected Eldar Warp Gates.
Orks invade the terraformed Martian Landscape, closing on the Manufactoruums.

As the enemy punches through the outer defenses, The Emperor has awoken from his many-centuries sleep. His spirit, which has reformed completely in the Warp, has returned to his decrepit body to command his people once again. By using the power of the Astronomicon, The Emperor guides the returning Space Marine Chapters through the Warp at speeds never before known. The journey is so dangerous that most of the Marines do not survive it, destroyed along the way by the Chaos Gods themselves. But some do survive, and they are rallied by the Living God of Men, transported instantly to strategic locations chosen by Earth's greatest lord - hand placed by his near omnipotence in places where they are destined to go head-to-head against the greatest enemies of mankind. The odds for survival are half vs half - the best chance that mankind can hope for.

Sounds awesome, but come up w/ a better name for the "Planet Killer Cannon". Also, look on the 1st page of the AoBR rulebook for a look at the golden throne. Use some WHFB tomb kings models w/ lotsa greenstuff for the emperor, and as for striding the battle, either make a 2nd emp. out of a tomb king or just say "his psychic presence as a god is striding the battlefield". Nice fluff!
