I am building a 2000point list, and I need a homefield objective holder. Basically a scoring unit to sit in cover and provide firepower while holding an objective.

I have 180-185 pts to spend, and I can either pick 10 Scout Snipers with Camo cloaks and a heavy bolter (or ML), or 10 Marines with a Plasmagun and Plasmacannon.

I voted tacs as objective holders due to resilience. But because you said its a 2k point game. It wont hurt to bring 1 scout squad to hold rear obs.

I have two rhino mounted Tactical squads already, so this is for the third rear objective holder. Scouts are more resilient with cover, but less so to assaults and cover ignoring weapons.

Probably would'nt be prudent to put a plasmagun and a plasma cannon in the same squad. If both fail their Gets Hot! roll, 20% of your squad is dead. maybe change your special weapon to a flamer? Templates are fun to have people charge in to...

I voted scouts. they're both junk but at least the scouts cost less. bikes are also potentially scoring in that book put them up there and I'll vote for them. unlike scouts or tacticals they are fast, resilient, and have good short ranged fire power.

Scouts would be a good way to go.Capes and an ML,with maybe a combiflamer for the sarge if you can shave a few points from elsewhere.

I voted scouts. They are cheaper, and with the snipers and ML they have a longer reach than tacticals. With camo cloaks, and being in cover, they can go to ground and get a +2 save. Which is pretty awesome.

Id say scouts...simply because youre going to put the cloaks on them...a going to ground 2 up save is pretty hard to deal with...

In my case, they would most likely be in a bolstered ruin, so they would get a 2+ save without going to ground. The Tacticals would get a 2+ save when going to ground though.

So still the scouts then...as they can use a 2 up and still fire. And should they find themselves in an unbolstered area for some reason they still get a 2 up go to ground save.

A cave, deep in the Misty Mountains

If the objective is in or close to your deployment zone, then use scouts armed with snipers.
If its in enemy territory or in the middle of the board,tacs.
If you are being sneaky and trying to take a not so well defended objective in enemy territory, then by all means try taking it with scouts.

Depends how you use your tactical marines. If you play mostly objective missions, it is possible to combat squad both Tactical squads. Put the two heavy weapon combat squads on the rear objective (hopefully in terrain). Use the tactical squads with special weapons in rhinos to take forward objectives and/or intercept units in route to your two objective combat squads. The key is to have other units that will threaten an enemy's long range supporting fire and/or be a more pressing target than the two tactical squads. Do not be afraid to go to ground with the back two squads.

In summary, you could be fine with just two troops, if you combat squad. In non-objective missions, you just stick the full tactical squads in rhinos.

This is generally how I ran my vanilla marines. Combat squads are very useful for sitting on objectives.
