ISo! here is a copy of the blood ravens codex ive made its in its very early stages so im getting reviews and haven't even put it through spell check so please take that into account
i have tried to make it as close to blood ravens whilst keeping the flavour from other codecies so hopefully it doesn't infringe upon balance.
also it is trying to contain named characters and one i made myself to try to compare "playability" while making them interesting and like any codex i expect to see OMG so overpowered and why is this here but im ready to answer any questions when i can and take on (constructive) critisism.
well here goes
Blood ravens codex test mk I
Special rules
psychic prescence:
due to the high psychic mutation within the blood ravens gene-seed they always have a librarian acompanying the main battle force as all blood ravens have minor psychic prescence innately.(any blood-ravens force over 750 points must take a Wwwlibriarian (of any kind) as a HQ choice this does not use a FOC slot but should this librarian be killed all blood ravens must take a leadership test at LD 10
"Knowledge is power guard it well":
blood ravens due to a lack of knowledge about their origins guard secrets closely more so than any other chapter although it does mean relics of great intrest are protected and initialised during a battle. At the start of the battle roll a 6D6 for each 6 add 1 to thenumber of sacred relics present on the battle field each of these can be given to any unit without a AV value although a transport may forgo its transport capacity in order to hold the relic (it does not benifit from its effects however).
for each relic roll a d6 on this table the unit gains one the effects.
1 unatural fortitude - one model loses 1 attack but gains one to its toughness value (this does not count toward instant death)
2 righteous fury - the sqaud or character gains the furious charge special rule
3 honours of the chapter - the model may gain +1 WS or BS
4 Gene seed reclaimation- the squad or model gains + 1" to its run and movement value when within 24" of a librian if it is more than this it must move to within this range
5 Master of the armoury - one model inthe squad or character may have all of its weapons master crafted but on the roll of a 1 to hit followed by a re-roll of one (on any dice) these benefits are lost and unit must take a leadership test
6 Psychic guidence- when within 24" of a friendly librarian the unit or model gains +1 I and invunerable save of 6+ (if without one)
however should any of these units be lost place a marker (these may be picked up by enemy and friendly units although they gain no effects) if at the end of the game the enemy has more of these or equal to than the blood ravens player they gain D3 kill points or 1 objective point.
"Flesh over steel" blood ravens take pride within having strong troops with a strong understand of the ways of war and in doing so prefer to see the enemy in the eye than hide within steel shells. blood ravens may not have more units with the "tank" type than infantry or jump infantry on the field.
And they shall know no fear

Agreed. Also, giving Captain's, no matter how badass they are, WS7+ is just silly. Okay, Tycho has WS7, but that's somewhat justified..
There's no way that Gabriel should be WS8. As for everything else, as Fafnir said, seriously work on your formatting. This rule is unnecessary, but is on the right sort of lines. It needs to be changed to something that isn't as restricting as to force the player to take a Librarian, infact it doesn't need to have anything to do with Librarian's - it's much easier to just have Librarian's as an Elites choice that allows you to take 1-3 Librarian's in the same slot, in the same way as Blood Angel Sanguinary Priests, and then have an improved Librarian as a unique HQ choice.

This rule is just trying to give free wargear, similar to some of the rumored abilities in the new GK 'dex. If you really want this rule, then just have it that D3 models in the army (Sergeants, Independant characters etc) can have a Master-Crafted weapon. But to be honest, this entire rule doesn't make any sense whatsoever. It's pretty much just "The Blood Raven's don't know much of their history so they can give their men lots of special weapons and make them more powerful for no particular reason." Needs a lot of work.

Make this more simple: limit the vehicle options; ie only every other unit may have a transport and 0-1/0-2 on most vehicles, for example Predators and Land Raiders.

You have to consider that while the BA have ancient Librarian Dreadnoughts, the BRs will have more Librarian's freshly interred. Therefore you will have Librarian Dreadnought's with just the standard Venerable Dreadnought rules, or perhaps the option to have a Librarian Dreadnought as a standard 'nought (with WS5) or a Venerable Librarian Dreadnought. Venerable Dreadnought will have Epistolary upgrade.
Fast attack

You haven't actually explained what "relic points" are, at least not in any real clarity. I'd suggest just doing the same thing they did for Bjorn.

What? Why would you re-roll a successful seize the initiative roll? You could just not roll it in the first place. This rule should be removed and replaced with something that makes sense.

He is not super superhuman - just S4 is fine, however I would definitely give him W4.

- Should just be a Master-Crafted Force Weapon that adds +1 Strength in Close-combat or something. As for the Psychic powers, just make a Special Rule called Master of the Chapter, Master of the Psykers: [fluffy reasoning], he can use up to four Psychic Powers per turn. Another rule should definitely be - Corrupted Psyker: [fluffy reasoning, ie information on his pact with Ulkair], he can use the Psychic Powers (or perhaps just some Psychic powers) from the Chaos Space Marine codex, and can use all (or for balancing, like with the CSM powers, only some) the Space Marine Psychic powers.

Corruption of daemons:

In general, he is underpowered and his rules are stupid. I'm just blunt with that one, I mean he is the Leader of the Honour Guard, and I believe he may also be the First Company Captain(?). He needs to be almost as powerful as Angelos.

- You really can't make a Special Character out of The Force Commander (as he is known), because this is just clearly based off of your commander in DoW II.
Also, you really should work on Cyras, Thaddeus, Avitus, Tarkus, Jonah and Martellus as well.

Corruption of daemons:
all blood ravens or enemies that hold relics of the chapter lose 1 to their S and I however for each unit holding a relic kyras gains the ability to gain 1 wound if within 12" after the relics is destroyed and counts towards the enemies total these wounds do not regenerate wounds and therefore his previous total is counted when working out his tendrils of the warp attack

In general, he is underpowered and his rules are stupid. I'm just blunt with that one, I mean he is the Leader of the Honour Guard, and I believe he may also be the First Company Captain(?). He needs to be almost as powerful as Angelos.
<----- i beleive this guy balanced as now h has Ld 8 as it means he has a good chance of making a whole death-strike at a unit making him very powerful also he can lead a squad well his stats for leadership are low as he has followed kyras without question for so long he is taint free but his faith is shaken and his final attack is eiether a attack upon corrupted brothers or rage for his enemies "Lies"

"Knowledge is power guard it well":
blood ravens due to a lack of knowledge about their origins guard secrets closely more so than any other chapter although it does mean relics of great intrest are protected and initialised during a battle. At the start of the battle roll a 6D6 for each 6 add 1 to thenumber of sacred relics present on the battle field each of these can be given to any unit without a AV value although a transport may forgo its transport capacity in order to hold the relic (it does not benifit from its effects however).
for each relic roll a d6 on this table the unit gains one the effects.
1 unatural fortitude - one model loses 1 attack but gains one to its toughness value (this does not count toward instant death)
2 righteous fury - the sqaud or character gains the furious charge special rule
3 honours of the chapter - the model may gain +1 WS or BS
4 Gene seed reclaimation- the squad or model gains + 1" to its run and movement value when within 24" of a librian if it is more than this it must move to within this range
5 Master of the armoury - one model inthe squad or character may have all of its weapons master crafted but on the roll of a 1 to hit followed by a re-roll of one (on any dice) these benefits are lost and unit must take a leadership test
6 Psychic guidence- when within 24" of a friendly librarian the unit or model gains +1 I and invunerable save of 6+ (if without one)
however should any of these units be lost place a marker (these may be picked up by enemy and friendly units although they gain no effects) if at the end of the game the enemy has more of these or equal to than the blood ravens player they gain D3 kill points or 1 objective point

(kept this ruling i tried to make it understand able but it works with what i had in mind so ill maybe make changes if more people find it confusing)
"Flesh over steel" blood ravens take pride within having strong troops with a strong understand of the ways of war and in doing so prefer to see the enemy in the eye than hide within steel shells. blood ravens may not have more units with an AV value than units with wounds value.

Rogal's fist is a master crafted power mace which adds 1 to boreale's strength (shown in profile)
Steel rain: if you include Indrick in your army drop pods become free dedicated transports and all terminators must enter play by deepstrike however rhino's razorbacks may not be taken. in addition all reserve rolls that are not successful MUST be re-rolled. (indricks favouriten deployment was deepstriking/ drop pods however he didn't not hold anything back in battles thus his enemies bore the brunt and still remained)
Overconfident:when within 6" of any blood ravens units indrick must charge if able to do so. ( not sure on this one)

You really must stop messing with the standard Captain profile.
"Great Space Marine heroes that are better than the standard? Pshaw! Lets make them less charismatic, give them less resolve, and represent it with LD9 and below! Wahah!"
Captain's will not get worse when they become special characters, they get better. But you mustn't ramp their profiles up in silly ways, and you especially cannot "justify" this by reducing other stats.
An attack here, a wound there, special rules all round - that's what makes special characters.

just because special characters are different doesn't make them the best leaders look and skoll in the skaven armybook hes a special character but in the fluff he tried to summon the horned rat but instead summoned a legion of khorne including bloodthirsters xD
boreale has leadership 9 just to show his reasoning is suprior as he may think as proved in the kaurava conflict and diomedes Ld is low since his rules are dependant on it and the fluff on him being easily manipulated by kyras theres alot of method behind the madness

I disagree.
For one, Boreale is dead. Nobody likes him, he should be out of the codex. You've already got more than enough with the upgrade characters.
Speaking of them, there is no way Cyrus can carry all those guns. His profile needs options to pick a weapon for a points cost, and each one has an ability.
Also, you're wrong. Special Characters does mean that they're the best. That's why they're special and not standard.
Jonah shouldn't actually be an upgrade character considering he's a Librarian, which is normally an Independent character.
Martellus is carrying too much as well. He shouldn't even have a twin-linked bolter. Just give him the same deal as Cyrus - can pick from boltgun with special ammunition, Plasma gun, Meltagun, Flamer etc. Besides he is NOT a tank commander, he's a tech marine. Just give him a bonus to repair rolls.
Azariah Kyras is still extremely underpowered, and Gabriel's rules are silly. His hammer doesn't shoot bolts of magic lightning or whatever. The Wailing Doom piece should only be represented by the invulnerable save meddling.
This all sounds like a rant, but your fandex needs a lot of work, and your special characters are the largest problem at the minute. Therefore, at some point I will post my versions of them, and you can get some ideas from there.
Honestly, something I've learned from my fandex - before you go to special characters, get the standard 'dex right.

hes just in there for people who might want him and id rather give people ooptiosn than limit them

(cyrus can only use one weapon the same on his scouts are equiped with this represents him changing his load out on every mission)

(Martellus is a tank commander and does have experience he pilots a tank if the traitor in DoW CR and is constantly within vechiles and repairing them also every techmarine does some innate knowledge on tank command, and lastly i wanted a techmarine special character in at leats one codex as everyhing apart from a apothicary (although some argue corbulo is one) are not represented as "powerful" characters)

(i disagree again as with most weapons its not a lightning strike or anything its the force of the hammer smashing the ground around him much like the avatar does when it does its wailing doom specials) also on kyras on his last wound does a strike of S8 AP 1 assault 3? thats if he doesn't regen and a 3++ could be lowered to a 2++ but then he would be almost unstoppable

Also, that doesnt prove anything other than GW has a huge hard-on for marines, and, given the option between making a xeno the best psykers or making a marine the best psyker, they will 9 times out of 10 choose the marine.

already of ahead of you on this one  many people at my FLGS want this addition im trying to bump up a psycher battle squad and making jonah the upgrade for them if it pays off it will be their best unit but also a point bank like death company or something to that effect.
