Greetings!

I just had someone tell me that a Necron C'Tan can both run and use powers, since running takes the place of shooting, but the powers aren't shooting, simply used in that phase.

An example: The Deceiver's Ability "Deceive."

"In the shooting phase, the Deceiver can visit an enemy unit with visions of their destruction realistic enough to shake the bravest. This power has a range of 24", requires line of sight, and cannot be used on a unit that is in close combat. The unit must take....[morale or pinning]"

As I read it, I realize that he has a point...but I'm used to either running or shooting. But while the action is taken in the shooting phase, it isn't a shooting attack, nor a psychic attack - just a "You there - take a leadership test." I'm on the fence, figured I'd bring it here for discussion.

As long as it isn't a shooting ability, it can be used in addition to running IMO. I'm pretty sure the Nightbringer wouldn't be able to use his shooting attack and run, but the deceiver's deceive should work.

Sounds about right.

The Nightbringer's one is a shooting attack, stats up much like a lascannon, uses his BS etc.

The deciever's ability isn't a shooting attack to my mind, so it should be useable with a run move.

The Viletide: Daemons of Nurgle/Deathguard: 7400 pts
Disclples of the Dragon - Ad Mech - about 2000 pts
GSC - about 2000 Pts
Rhulic Mercs - um...many...
Circle Oroboros - 300 Pts or so

Webway Portals are dropped in the shooting phase in place of the model shooting, so you have to give up the chance to Shoot or Run.

I don't have a copy of the Necron codex handy, but if it does indeed say that the power is just used in the shooting phase, and doesn't say that it is a shooting attack or used in place of shooting, he should be able to run in addition.

IG Psyker Battle Squads, nastily, can do this with Weaken Resolve. Since WR is just used in the shooting phase, but is not described as a shooting attack or as used in place of shooting.

Dreadnoughts are allowed to use smoke launchers and run, can't see why this would be different.

"'players must agree how they are going to select their armies, and if any restrictions apply to the number and type of models they can use."

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

Smoke is used "Once per game after completing its move".

Smoke has no bearing on the discussion.

Psyker powers that are not PSA's should be able to be used on the run as well, Hypothetically speaking.

I had a thought about that power as well.
If you use it against a unit say 18" away, but there is a unit 6" away you want to assault, can you still use the power on that other unit and assault the front unit? Since its not a shooting attack.... I imagine you can't but i wasn't 100% sure.

Yes, there's no rule telling you that you can't, and you have permission to assault any eligible target, so you may.

Yup. Just like a Psyker Battle Squad can cast Weaken Resolve on one unit, and shoot at a completely different unit.
