I searched for a while and came up empty, the worst part is I have a picture of it in my head and I'm pretty certain it's what you're talking about.

If I'm remembering correctly, I think it was a picture taken by GW for either the chimera or leman russ, for a modelling/painting article. It was a big paunchy guy, leaned slightly back, I think he had some interesting facial hair (mutton chops maybe?) and a cigar. It may have went missing because in the last year or so they've updated the model photo's with the new ones for the "new" kits (essentially almost the same kits, but they are more clever with how they fit together and assemble).

I'll poke around more tonight, sorry I couldn't be of more help.

It's probably a converted model. Only cigar minis I can think of are Creed and Colonel Schaeffer.
