I'm new to fantasy and I was reading the discription of a tournament coming up and it said to be bring:
1- 2400pt army (I understand that part!) Haha
2- up to 600pts of bound creatures and sorcerous pacts and magic

Its number 2 that I don't get. I can't find any mention of those things in the rule book but it does say that it has something to with Storm of Magic.

Storm of Magic is an expansion for WFB and has it's own separate rule book. Besides rules for additional, and more powerful, magic spells, SoM allows you to bind monsters and even units from other armies to fight with you. Presumably the tournament you were reading about was a SoM tournament.

This is new to me, how common is SoM played? If I showed up at a casual gaming table with SoM stuff, would it be accepted, or would I get eye-rolled?

Where I play no one would look at you weird since not everyone has tried it out so depends if they clearly make a statement about not liking som then dont bring it up haha.

SoM adds options to ones army, and takes none away as i understand it. therefore, your perfectly fine if you just ignore it and bring a normal army to the event, but expect to be surprised by some of the wild builds that the campaign allows....

Standard games are ... well ... standard. If someone tries to field extra monsters or 5 units of undead with his army plus more powerful spells, the opponent will not be amused. SoM is deliberately breaking some limits of standard games for added freedom and less balance. Obviously both sides have to agree to that. So let's keep standard standard and SoM special.
