So im just playing with list ideas trying to figure out what i wanna make for an army list. I was thinking of running a lvl 4 necro leading an all skeleton army 2 big blocks of skel warriors a block of GG's with a king, some black nights, corpse carts and an engine. for support probably a couple of lvl 1 necros just for nehek. i was wondering if running kemmler and krell could be worth it in this type of getup.... crunching numbers at around 2250 id have 2x40 blocks of skellys and and 30 GGs. maybe make a small 10-15 skelly block to bunker the lvl1 necros in.

Well, to answer your header question; Necro lead armies can indeed work. Vampires get expensive really fast and since they dont get any special protection, like immunity to kb, taking them to combat is very risky. To me this means, that you can easily end up loosing your melee potential anyway.

Necromancers are ridiculously cheap, easy to fit 2-3 "archmages" into 2.2-2.5 lists.
