So you're giving the Raven Guard the ability to fire more guns than a vehicle has fire points at multiple targets when they would normally not be allowed to fire at all since the vehicle has moved too fast, giving everyone Hit&Run and Fleet, and allowing them to fire/assault after disembarking from a Drop Pod, all for no cost?

To my knowledge, you're supposed to represent the Raven Guard with an army composed entirely of mounted/Drop Pod/jump pack/bike/infiltrating squads. They are slower than the Dark Eldar and Eldar, yes, because the Eldar are noted as faster than humans in every piece of fluff and it's their in-game shtick. Making the Raven Guard faster than any other army is not the answer to a perceived fluff discrepancy; remember that every army's fluff is propaganda written from their point of view and is an intentional exaggeration.
However, I could see the Drive-By rule having some use; limit the number of people firing to the number of fire points the vehicle has, limit them to weapons that can be fired on the move, then allow them to fire whether or not the vehicle has moved more than half speed. Then make it a vehicle upgrade worth, say, 15pts (advanced stabilizers? To allow people to shoot from a moving vehicle without loss of accuracy?), available to Dark Eldar, Raven Guard, White Scars, Speed Freeks, and perhaps some Guard regiment or Chaos legion. More balanced, simpler, easier to remember, and a little more in line with the fluff since you aren't giving Marines a mobility advantage over other armies that are equally mobility-focused.
