I was thinking 30 points per guy, I know only 5pts cheaper but I am not done yet!
Weapons need a price drop too. TH could be 10pts, RB 5pts, AGL 5pts.
New options, like plasma pistol for 5pts, pair of LC 10pts
I noticed not to long ago that Honor Guards have a PW, Bolter, AND bolt pistol! something I thought only grey hunters had. Long story short, I tried making a list with calgar and 3 squads of Honor Guard but its to expensive for what you get, + I felt like there where weapon options could have been great for them.

A Vanguard Veteran on foot with a power weapon is 40pts.
A Chapter Honor Guard on foot with a power weapon is 35pts.
The Honor Guard has better armor, higher Leadership, more Attacks, and a boltgun.
What's the problem? Honor Guard are already pretty cheap for what they do.

Honorguard are pretty terrible given the current meta. I used them for quite a while, but the sheer amount of Meltas and PWs and I5-6 attacks running around now makes them a hard sale.
Everything they can do (other than sweep) LC Termies do better AND cheaper... and have an invulnerable save... AND don't require a Chapter Master to field. A five-point drop might help, but I think what they need more than anything is an Invulnerable Save or something that would encourage you to take them over Assault Termies.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

I fail. I forgot that I ran my squad with a Relic Blade on the Champion, which is where the 40 points/model came from. I still stand by the rest of my points, though. They simply do not have a cost-effective niche in the current meta. Whether that is best fixed through a price drop or special rules is up for debate. I think if they were 40 points a model and had WS5 and a free banner, then they might be worth it.
