Hey Dakkadakka. I saw this army over on warseer and I really want to replicate the metal plating found on the marauders (thats what they are) pants and helmets as well as the cold looking skin. Any help would be greatly appreciated!

Greetings.
The legs I'm 90% sure come from the Warriors of Chaos box. Most of the heads and several of the weapons do too, the metal helms that cover the face and any weapon with the big thick gloves. Looks like he used marauder arms and capped them with the WOC hand in most cases.

I don't recognize the chests. From the look of the abs and chain mail, I'm thinking well-done greenstuff.

Can't help with the flesh-tone its always been a weakness of mine.

Yes I know where the parts come from, I was more curious about how he painted the steel colour for the armor and skin.

Steel seems to be metallic, blended with blue, brown and black washes. Skin painted with greyish flesh (dwarf flesh + space wolf grey perhaps?).

Also you could try contacting the painter him/herself and ask?

Impossible to tell, due to the obvious issues of colour balance and the fact it is a 'group shot' not a picture of an individual. Ask the guy that did or read the blog it was featured in.
