Ok, my friend wants to do a planetary empires campaign and came up with his own senario for a 2nd round free for all over the hive city tile.

The game is a seize ground mission with all ruins counting as objectives (for a total of 7 objectives), and all units counting as scoring (except for immobilized vehicles).
The deployment is dawn of war on a 48" board. This, with the four players planned, will make deployment impossible for the last person going (as each unit has a 18" threat range).

I suggested that we make it turn-based objectives and turn based deployment, with a rotating turn order. This should negate the effect that going last in a four person game has, which is huge by the way.

He disagrees, do you have any suggestion for alternative rules?

Are you seriously suggesting a 4-player game on a 4-foot-square board? There's a reason the standardized board sizes exist, some armies benefit significantly more from either a more closed-in battlefield or one with more room to maneuver. A 4-foot-square board for anything larger than a 1,500pt battle basically hands victory to the in-your-face armies (Blood Angels, Grey Knights, Tyranids, Space Wolves) over the absence-of-contact armies (Eldar, Dark Eldar, Tau, Guard).

First off, I'd recommend setting this battle on a 4'x6' board for 1,000pts per person, going up to 4'x8' if you get much larger than that.

What exactly do you mean by 'rotating turn order'?

The 4 foot board is the only part he refuses to budge on. I know that it is going to be cramped as f***.

We are playing without any of the non-CC armies. Rotating Turn order means that the person who goes first in a game turn changes every game turn. It is a randomization thing to mitigate the crazy BS number of players.
