I had a similar problem not too long ago. So depending on how deep you need it to be
for a thin layer try acrylic medium, I think I have the GAC 100, but it shrinks like PVA does. It is very clear.

for a thicker area try a gloss - regular gel medium like

not a lot of shrinkage, and easy to work with, the heavier the gels the more it retains features when sculpted. Semi-gloss is still too white tinted when dry for what I wanted.
I found both of these in my local art supply store, but saw them in some of the craft stores too.
For a really cheap method, try silicone caulk.

I recommend this as well. Also GW don't sell water effects anymore.
My local manager said they might get something new with the new paint roll out but they havnt sold it for a while.

Look in model train sections of places like hobby lobby, or an actual hobby store that does trains. They have many, many different ways to do water, and a lot of them are fairly inexpensive.
