Gathering the Informations.

That is the "Master of the Arsenal".

He usually would include a sword pointed at the ground.

Inside your mind, corrupting the pathways

You can paint him any way you want - personally I think your scheme looks great

Hell, you can give him any weapon you want (pretty much) as well

Yeah, you don't need to repaint him. That paint job is for an Ultramarines Master of the Arsenal.

To find out what weapon/ arm you want to place on that model depends on what you what to do with it. Are you looking to game with this model? Is this for displaying or competition? These are the questions that we if you are asking for ideas. IMHO, I would repaint him to something that you would want. The master of Arsenal is a great model and this one has painted very well, however, the paint job is not yours. The problem that since the paintjob is not your own then whatever arm or weapon you decide to place on him will not match up with the rest of the models. This just comes down to different paint styles and skill. I do not want you to be kicking yourself over something that you did not mean to do.

He would look cool with the classic hammer resting on shoulder pose and you should call him Desmond just to screw people

That part I did not know.

In that case, I must say that you are an excellent painter and all you need to do is to figure out whether this is a showpiece or a gaming piece. If it is a showpiece then, and seeing you talent, I would suggest a banner. If is a gaming piece then you will need to look at your army list and see what you are tailoring the model to proxy since 40k is a wisywig system.
