When basing your models you have to ask yourself where are they going to be fighting? The you have to ask yourself how much time do you want to spend basing and how much detail you want in the base? For many people the answer is outside and not a lot. If this is the case just get some sand, small stones and static grass if you feel fancy. No one will say anything good or bad about the base. There are tons of tutorials of how to do quick bases like that.

Another thing you can do is look at the game board you have and emulate that so they look at home on your base.

But really the best way to base your army is to make up a story for them and put them in that location.

Agree with most of the above - for example, my orks are from a desert world originally, so they get desert bases - my IG is from the urban area's of the same world, so they primarily get urban rubble - with a few exceptions.

I've got a small bowl, filled with fine sand, some very small decorational stones, and some bigger decoration stones (still quite small though). I apply some wood glue to the base with an old (now unusable hehe) brush, and then dip the base through my bowl, giving me a nice random effect on sand/stone placement. If you prime that with the model, you can paint it any way you like! Desert obviously, rocky, volcanic etc

Generally I try to make it fit in with the scheme I'm going for in a way. No point painting arctic camo if I base them on a lava world.

If it's flock or something I tend to leave it to last, if it's sand it's done before priming then painted next to last; get it out of the way at the same time as weathering. Some things like snow you want at the very end though.

Cadians are thankfully versatile, their uniform is designed to provide camo amongst the grasslands they apparently have there, or had I have no idea.
But, they're seen everywhere really, which leaves your choices open a bit. Without protective head gear though I'd try to avoid lava, some forms of death world and extreme arctic.

Inside your mind, corrupting the pathways

Some Gale Force 9 static grass of an appropriate colour also really adds a lot to a base with very little extra effort. Once you have added the sand/rocks etc and left to dry, add a few small dabs of PVA and pile on some static grass, leave for a few seconds then shake off the excess and leave to dry.

Their "dead grass" goes well with lots of environments, such as this urban base below, or obviously desert bases (bottom images):
