I am aiming to do a kitbash/conversion of a ministorum priest for a genestealer cult army. I have the necromancer body in mind from the VC Coven Throne/Mortis engine as it is nice and cloaky, plus a suitably serene and alien head. the look i am going for is this:

what i am struggling with is something to work as the frill/ruff around the head and neck. i havent come across anything that would substitute and was hoping something out there might work before i have a go at some green stuff monstrosity.

A shame there aren't more wargaming models wearing Elizabethan ruffs

Personally I'd try faking it with lots of bits of thin plastic rod, filed down slightly at one end so you can form a ring of them, if that makes sense. It's not quite the traditional pleating as in your pic, but visually would be a good match.

Why not sculpt it with GS? Cut a disc of plasticard to fit around the model's head. A mix of heavier yellow rolled out flat & super thin & let to sit for an hour or so oughta be about right to "fold" around the neck of the model on the disc.
