I am currently working on a model for Inquisitor General Cesare Van Guerre an Ordos Xenos character of my own creation, he and his retinue have a medieval theme to them and he will be my only Inquisitor character who wears power armor. Now in looking at other Inquisitor conversions involving power armor they pretty much just took Space Marine power armor and threw some extra bits on that a Space Marine wouldn't have plus the occasional =I=.
This is something that has always bothered me as they end up being the same size as Space Marines and from a fluff standpoint they wouldn't be, the armor would make them bulkier and larger sure but they wouldn't be the same size and stature as a Space Marine just by putting on a suit of PA. Now I know that 40k isn't exactly to scale but has anyone seen or made "mortal power armor"? I have an idea that uses Space Marine scout torsos with some armored legs/arms from various Empire/Chaos sources and I would add on pistons and such to make it look more like power armor versus medieval plate but I haven't been able to find anything. So if anyone has seen or made mortal power armor or even decent armor conversions that would be good inspiration for the armor I would appreciate it if you could let me know about them.
As I said above my current plan is to use the torso of a Space Marine scout, the head of a Empire Demigryph Knight (the helmet with the bull horns removed and some technical bits added like wiring), the legs of the plastic Chaos chariot lord (with pistons and differant knee pads), Beastmen Bestigor shoulder guards and I'm currently thinking about the armored arms from the Empire militia sprue but I am looking for alternatives.

NONE of GW's models are in scale with each other, anyway.
Space Marines are supposed to be bigger than normal unaugmented humans. They aren't. Cadian guardsmen are the same height as marines, eldar or orks.
I wouldn't worry about it.
Now if they made SM into the right scale, then everything else would be fine, but they would sell half the models. Rhinos would be land raider sized, Land raiders would be baneblade sized and baneblades would never see a table.

Hope this doesn't sound rude but this doesn't really help me, at all  . I'm not doing this because I absolutly have to have all my models be to scale (as I stated I know that most 40k models aren't right) I'm doing this because I want to have a mortal in power armor that isn't the same scale as a Space Marine since fluff wise they wouldn't be the same size and just using Space Marine PA is lazy in my opinion. That being said he will have a Deathwatch marine in his retinue that will be true scale so in comparing the two they will be more how they should be. But these will probably be the only two models I ever try to make at accurate size (or at least fluff appropriate size).

If it were me I'd be looking at fantasy plate armour models. Some of those could be made to look like very ornate power armour

But if you make a smaller PA model than an space marine (who is the same height as a guards man models wise) then your inquisitor will be a midget compared to everything else on the table.
I dont see any room to reduce the height of the guy since the scale of figures in 40k is all off and theyre all approx the same height. The only scope youve got is to make him more slender, and not as broad shouldered without making him seem small to an average guardsman figure.
The shoulders need to shrink, I think that the sisters of battle figures are a bit less bulky than the average marine, but still wear power armour.. mostly female i know but something to look at. edit are you sure your made up char is male lol

1. This isn't for actual tabletop use it's just to have models for characters I've created.
2. I'm also going to have a true scale marine so his height will be fine.
3. I'm quite sure my Inquisitor is a man so he won't wear PA made for a woman (except that one night he was drunk at the schola). A good example is the Inquisitor from the Space Marine game, he is wearing power armor but isn't the same size as the actual Space Marines.
Everything will work proportion wise the Space Marine will be the largest, the non PA mortals of his retinue will be their current size and he will be slightly larger. I'm just looking for ideas/inspiration for the armor itself that doesn't include using actual Space Marine PA. Can anyone tell me how the arms of WHFB Chaos knights compare to Space Marine arms, are they about the same size or are they smaller?

I would suggest looking to non-GW companies and other game lines in general. If I may, I would suggest Scotia Grendel's Void series. Plenty of true-scaled humans in power armor in that line. And guess what! They even make a sprue of plastic figures. One for the Junker faction and one for the Viridians. The Viridians are the ones you'll want to look for. You should be able to find them on ebay. That's where I got mine.

You could take advantage of scale creep and use old rogue trader era power armour as a starting point, as it's considerably smaller and less bulked up than the present incarnations

If you actually have a true scale marine next to him then why not use a non scaled marine as a base model. Jut with smaller shoulder. Either leave them completely off, file some space marine ones to size or maybe add a cloak hanging over both soulders.
If you wanto to make him smaller you probably need another smaller head too. Do you want to have the GW power armor look or just a powered armor? Because maybe mantic or other companies make something for your liking, something in non-heroic 28mm scale. But then you need to use the same scale for all your non-space marine models or you inquisitor will look strange.

I think the scout torso looks great with the lower half of one of the empire priests. I apologize, can't remember where I've seen that though. :(

There war a Crimson Fist special charactor that was released in third edition that was very "skinny" for a SM. you could use him a a staring point and add capes and things from there. Captain Cortez is the model
