I know it's been done by looking on google but I would like to do a Tau army with a Tron theme as I really like the look.

I would like to get the bright bits to look like they're glowing as much as possible.
Are there any suggestions how this is best achieved or a paint that would be better?

Also I'm torn between red/orange and blue/white.

And plan on adding a space marine army in the future with the same scheme.

I'd definitely go with this, and then you could come in behind and adds lines of brighter color or a slighter wider bright tone around the edges of the recesses to give it that glow.

I did a quick google search for transparent colored ink and couldnt find anything that resembled what you were recommending, do you have a brand or a site to search for? I am actually interested in knowing how well this works.

You can water down a paint or ink or wash, whatever you want really that has the color you want to do it. You just water it waaaay down then slowly add layers on top of layers as it drys until you achieve the color you want. That's how I did the coat on this guy. I based in Karak Stone, then put a thick layer of Agrax Earthshade on. After that I watered down Ushabti Bone til it was basically colored water and slowly added it on top of the areas I wanted to Brighten/Highlight. It takes patience but creates a nice blended work up to the color you want. And you can control the actual look of the model a lot better than just putting paint on.

Boni: Have you considered adding LEDs to the larger models? Also a white dash or small and thin line can make the color seem brighter as it adds an illustration style highlight.

Bob: Love it! I will have to try this technique.

I'm trying out this paint style on my tau. the "Tron" troops could match this tank theme.

If you were a super cool kid you could even use luminescent paint! That would be cool. Part from that the white recesses then progressively washing it down with the colour of your choice would work, though I'd recommend inks (like the old citadel range) as they give a good gloss shine as well, that will serve to bring it out further. But you could use any colour then use a gloss coat obviously.

As for the white or orange predicament,

Try looking in your local art supplies store. Any drawing or calligraphy inks will usually work. I use them for my plasma coils and the eyes on my iron warriors
