Took my time with this, it has been a while since i've painted. I tried some new stuff and thought these bases are to big to leave empty so I played a little bit.

First off, it's a great choice of palette you've gone with.. The spot colours really work well with the almost total black of the armour.
I do think some of your highlights are too extreme though. The highlights on the black are quite gentle whilst on the honour badges you go from a dark purple to near-white (there is also a kinda chalky texture on the more white parts; could be the camera or not thinning the paints enough) almost instantly!

Did a heavy dry brush. In retrospect I believe a a good wash over a light paint and good dry brush would've given me the skull I wanted.

Since J.Black already touched on the model, I'll offer some C&C on the base. First of all, kudos on dressing it up! There is a decent bit of space there - pushing the model back and adding the wire coil balanced it out nicely. The lighter colors also contrast the black armor above without making things overly busy. I am, however, seeing a few streaks of grey, here and there, that I assume spilled over when you drybrushed the soil. A minor quibble, but so easy to clean up that I can't see a reason not to.
The bigger detractor, I think, is the wire. I like the posts, I like the positioning, but using thick, smooth wire just looks wrong when there's an expectation of barbed/razor wire. Aside from the etched brass options (I don't count the wrapped wire as a viable alternative - it looks little better than what you have), you can make your own barbed wire with a little effort and some thinner material. For such a short length, the investment of time and effort would be minimal, but the results would drastically improve.
Check out DoubleT's Nurgle's Rope tutorial to get the gist of it. If you lack any of the (already minimal) tools, everything but the clipping can be done by hand, in a pinch. Redoing the wire could, I think, bump this model up to the next level without having to add a drop of paint.

I must say, I'm with oadie. This is a great paintjob (on one of my favorite models) but that coil of wire is really dragging it down from a composition perspective. Its just too jarringly out of scale/undressed to work

Fixed the barbed wire today. Used the Gforce 9 stuff. Washed it and spooled it a bit different as well. I got some army painter swamp tuffed grass and put some near one of the wooden posts.
The light color on the purity seals is actually a progression. I went Xereus Purple, crimson gore, then changeling pink. I needed something to look different from the standard red. I think the light I had at first just brought out the white white of it. I didn't glaze it so maybe that would have helped also.
