Killing Blow is a command benefit for a Dawn Blade Contingent.
Killing Blow: "...You can re-roll failed to wound and armor penetration rolls against that unit for the rest of your turn"
My question is does Killing blow act similar to a Malediction, like doom, or is it a buff. No where in the entire entry states any of my units gains the ability and it only states an enemy unit, which makes me believe that it is a debuff against the target unit. Basically, does Killing Blow only works for the DBC ie its buffing the units targeting the marked enemy unit or a debuff on the target enemy unit?
Also, the other command benefits from the warzone Damocles all states "units from this detachment" except the DBC killing blow:
TAU Hunter Contingent
Coordinated Firepower: "Whenever a unit from a Hunter Contingent selects a target in the shooting phase, any number of other units from the same detachment..."
Raven Guard Talon Strike Force
Extensive Planning: "If your Warlord is part of this detachment, you can...."
Know When To Strike: "If any units from this detachment start the game in Reserve..."
Know When To Fade: "You can always choose to fail Morale Checks for units in this Detachment."
AM Cadian Battle Group
High Command: "A Company Commander...can issue them to units from this Detachment..."
Battle Group Vox-net: "When an officer from this detachment issues..."
Sharpshooters: "When models from this Detachment can re-roll..."
WS Scarblade Strike Force
Lightning Assault: "Units from this Detachment can re-roll..."
Ride the Wind: "Vehicles from this Detachment that move flat out..."
Maximum Impact: "If a unit from this Detachment successfully charges..."

Rulebook, page 121 - Command Benefits:
"This section of the Detachment lists any special rules or benefits that apply to some or all of the models in that Detachment."
The above is an argument against parts of your army outside of the DBC getting the re-rolls. However, there are Formation bonuses that affect units outside those formations (Harlequin Cast of Players, Tau Drone-Net VX1-0), but those specify exactly what is affected.
I could see it going either way, but I think it's meant to be just the DBC that benefits.

You left out how the units in question are selected in your quote, and I do not have access to the book. Without that information, I cannot give you a proper response.

Since it is a detachment specific bonus.. the rule that Quanar quoted is in effect unless something specifically overrides that. Which some examples were given aka the drone net (drones in your army)

Well, its really simple.

So, only the models from the detachments have this rule. Nor does anything state that this is provided to the units themselves, so joined ICs would not benefit from it unless they were from the same Detachment, or a similar Detachment with the same target.
In short answer to the base question of Buff or Debuff? It is clearly a Buff, much like the Detachment gaining Preferred Enemy (That Unit).
