I know the Priests of Mars have alot of STC's

can they create a Men of Iron if they wanted too, or are they not at that level of knowledge yet?

No, they don't have any STCs for Men of Iron, and hence can't construct one. In one of the Gaunt's Ghosts one is found, although it's found to be tainted by Chaos and destroyed.

do we know, percentage wise...how close the Mechanicum is from regaining knowledge of all "Age of Technology" era stuff?

I don't think we know percentage wise, but I'd imagine it'd be very, very low. The Mechanicum is very far behind the endless wonders that the Age of Technology had, and that's just production. It's said that for a vast majority of what the Mechanicum can create, it has no idea how it works, they just know the actions that it takes to keep it functioning.

And when they do actually build something like the guy who invented the Ironstrider and its free energy engine they get killed off for political reasons since invention would overturn the status quo they readily worship

As a note, Mechanicum =/= Adeptus Mechanicus

The Mechanicum existed up until the Horus Heresy and had far fewer restrictions on things like R&D and forge world independence. I would say they were much closer to Age of Technology levels than the Adeptus Mechanicus.

The Adeptus Mechanicus of the year 40k have maybe 35-40% the capability of the Mechanicum of 30k(before Mars was sacked). They only posses 10-15% of the knowledge though. Mars before the heresy knew all kinds of things, they just didnt have the wealth or capability to build like it had in the DAoT.

Indeed. The Mechanicus has lots of tech relics that "we don't have a clue how it works, we can't build any more, but we've still got this one, it's still got seven rounds left, and bloody hell it leaves a crater....."

And even more they have a clue but not the whole picture

"it uses plasma"
"it's gravity based"
"it teleports stuff into the target"
"it contains a small singularity"
"dark matter"

Like a child explaining how an airplane works. They might have some idea, their father might have told them a lot of stuff, but when it comes to actually figuring it out their information is incomplete.

The AdMech would destroy the AdMech if they re-constructed the Men of Iron. The MoI require advanced artificial intelligence (called "Silica Animus" by the AdMech) in order to function, and research and development of AI has been banned by the AdMech ever since they destroyed the Men of Iron the first time.

It is best to be a pessimist. You are usually right and, when you're wrong, you're pleasantly surprised.
