So with the newly announced war buggy for orks, Ive decided to get my ork army painted at last.
Ive gone with blood axes, but cant deside how to base them. Ive included a shot of my warboss to see if anyone has any ideas. Im kinda thinking something bright to contrast the overall tone and try and bring the brightness of the skin down a little.

You have a moderately bright green, and lots of browns shading up to dusty yellows.
Have you considered a Martian red highlighted up to a rusty orange? Makes the green pop and brings out the browns.
Adds to your scheme without stepping on any of you color's toes.

I had thought of a martian red sorta thing. The camo I used on his...upper rag...is a red, brown and dark grey tri colour on a dusty yellow base, so it would tie it in slightly fluff wise if there were any pdf or guard regiments on planet.

I'd keep the bases more dull, as you've got the brightness on the skin and the contrast with the BFTBG. Maybe look at the AK interactive diorama/weathering ranges. you can get nice concrete, asphalt and various mud effects etc.

Ive done mud before for a few kriegers, Id rather avoid doing it again. I could go for a more neutral desert look? Very pale yellow...almost a mad max wasteland look?

I would go with a sandy, arid base. If it's the new buggies that you like, think of it like Mad Max kinda terrain which would go really well with the miniature you have shown.
if you google "realm of death basing warhammer", the first image is the guide for Age of Sigmar - the Realm of Death is the kinda thing I think would really suit it - it's also really easy to do.
Where you then want a base with a big more detail (eg, bigger bases) - you can add some rocks, dead / burnt trees, etc - but keep things sandstone. The skulls pack GW sells also has some great horned skulls that match very well.

Cheers warpig, I think following your tutorial will give me JUST the look I want. I might have to sub a paint or too, but I can make it work. Now to find corse, medium and fine sand.

My sand was literally sandstone collected off a forest road - but I have the benefit of living in rural Northumberland  . I'd suggest, if you want to add some static grass, then check out 'Serious Play' on eBay (No affiliation). Their 'Sunburnt' static grass, 'Violet Brown' clump foliage and 4mm 'Straw' tufts all fit well with the base to give it a Mediterranean/High Summer feel - where the foliage still has a little of the green left over from spring, but is on the turn to yellow. I can provide some example pics if you'd like to see it before buying

Here's a bunch of 11th Light Dragoons using the basing recipe, with the aforementioned grasses etc. (Sorry for the potato quality - the colours are more saturated IRL - but not to the point of being cartoonish, don't worry. If anything, the grass isn't as overtly yellow as in the picture):
