One of my buddies in our group gets a kick out of slowly rolling one dice at a time. Thats not that annoying but the fact tgat he spams cultists and plays orks makes it insanity inducing. How do i get him to stop trying to drive me insane?

Well in pick-up games not sure how to get him to do that..maybe your entire group could have a polite conversation about it, stress the time factor that he is imposing on others.
Most large scale tournaments would force him to roll all at once. maybe that is something you could use as a example of speeding up the game.

Sandbag him. Basically, just go as slow as humanly possible to point of annoyance. Take an hour to move your models, measure and remeasure your movements check range of everything.
Pick up the actual rulebook and read passages from it ALOUD.
Roll Dice 1 at a time then consult the BS chart.
This really does work it turns the game into not fun at all land. Just outdickeshness him. He probably does it to annoy you anyway.

If I lose it is because I had bad luck, if you win it is because you cheated.
I'm sure the rules tell you to roll batches of dice together but I wouldn't advise quoting the rulebook about this.
Explain how much of a pain it is. If he refuses to change politely forfeit the game and start packing your models. That's make or break time. He'll either apologise and ask you to stay or he won't. Either way you'll see his true colours.
One thing I hate about rolling dice one at a time is they all bump into each other and change the scores.
Just tell him its annoying as hell and he has got to stop, its not funny. Most of the time that works, if he doesn't then stop playing him or only play him with the condition that he doesn't slow dice.

I had a similar problem with my farseer and fortuned rerolling save.
I really liked rolling the saves one by one and roll two dice at a time both the normal save an the reroll. If one of them succeeded then the save was passed and I carried on and on and on....
A friend of mine explained to me that although rolling two dice wasn't illegal it was taking for ever so I gave up the idea and rolled like a normal person ...
Talk to him in a nice manner and he will probably understand.

No there's nothing wrong with it at all. Not only do I do this, but in almost every single situation I can think of my opponent has too. This one is a normal thing to do and if someone gave me crap for it I'd tell em to chill out.

I roll one at a time for my Plague Marines armor save, and then FNP. It does slow down things a bit, but in my mind I can tank saves on the same model better than just rolling all saves and then rolling all failed dice for a FNP.

Aside from all of the responses that I already see about telling your opponent how negative his dice-rolling is, here's another option: Explain to him how AWESOME the alternate method is.
Tell him to picture these scenarios... but better yet, grab some dice and simulate doing it:
Twenty Shoota Boyz firing at once (40 shots).
Thirty Slugga Boyz charging into combat, miraculously unharmed (120 attacks).
Twenty Cultists charging (40 attacks, maybe more?).
Just keep finding scenarios like that.

I get that, and it's fair enough in small amounts, though I'm pretty sure technically you should roll all at the same time. But if it's a small number, I'd let that slide.

There is nothing quite like the feeling of having to roll so many dice that you can't fit them all in your hands.
Besides that your friends sounds like a not-fun person. If it were just for characters, that would be one thing(you more or less have to. I absolutely hate it when someone rolls 30 dice as LOS rolls) but for mobs it just makes the game even clunkier than it is.

Not only is this perfectly ok, if the character has a different armour save it is specifically required.
Either way, the way Look Out Sir works forces you to roll one at a time unless you're going to just try to LoS all of the saves.

If you don't bring enough dice to a game of 40k, so that you can roll the maximum number of potential dice your army is capable of producing, including dice of different colours for different weapon profiles, you are not playing 40k properly.

I have a large box of dice and play orks. I can agree that whilst there's nothing like having so many dice you can't hold them, I think the look on your opponents face when you count out all your dice, pick them up and then ask them for 20 of theirs because you've run out is priceless.

It doesn't prevent speed rolling. The wounds from different weapons form different pools, and each pool is resolved as a whole before the next pool.
Rolling one die at a time also allows "natural rolling" where rolling one at a time "just so" improves your odds of getting the result you want. He may not be doing that but I have seen many players that prefer to roll one die where possible for that very reason.
Time how long he takes, take that full amount of time yourself.
Aside from those other points: yes, he is being "silly" and you can always say "Yes, it was funny the first time, but not anymore. Roll all the dice properly or this game is done before I grow old and die."

I went and looked it up after realizing I never got around to reading the melee section.
Seems like, if I understood correctly in my sleep deprived state, you do all your attacks at the same time at the appropriate initiative step, using differently colored dice to differentiate different Strengths, AP, etc. So Close Combat is safe.
Or are you just really unlucky with friends and dice?

For shooting, it kinda does prevent this method, if you kill some of the opponents unit with one gun type, it may effect how many of your models are in range for the next gun type.
Local GW store has a standing policy: you have five minutes for your turn, then it moves on to the next player. Does wonders to speed play by forcing a player to focus on/speed their turn. Likewise, other players hold their tongues escept to ask questions - if they interrupt/stall your turn, you could interrupt/stall, so unless it's critical, folks leave the active player alone.
